OPEN COMPETITIVE EXAMINATION FOR: ASSISTANT ANIMAL CONTROL OFFICER

SALARY: $28.26 - $35.31/ Hour 40 Hours/Week (NOTE: NEW HIRES START AT THE BEGINNING OF RANGE)

IMPORTANT:

1. Veterans – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.

2. Residents – Five (5) Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.

EXAMPLES OF WORK: (Illustrative only)

Investigates complaints concerning roaming and barking dogs, dog and cat bites, neglected, injured, abused and vicious animals and other nuisances; Transports and impounds stray and unlicensed dogs; Notifies owners of impounded dogs of the pertinent State and Local regulations regarding licensure and control of animals; Takes proper care and control of the pound and impounded animals; Quarantines animals as necessary, prepares Quarantine Notices and forwards them to the proper State agency; Transports dogs to veterinarian’s office for medical treatments and euthanasia injections; Transports suspected rabid dogs to veterinarian’s office for decapitation, then packs the heads for shipment to State Health Department for evaluation; Operates the pound’s crematorium in the burning of deceased animals; Maintains records and compiles reports of all activities, complaints and other functions to include redemption and sale of dogs and receipts; Performs custodial duties at the pound as required; Acts in the capacity of the Animal Control Officer in his/her absence; Attends training and meetings as required; Makes prompt and accurate reports as required; Does related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Good knowledge of local, state and federal animal control laws; ability to handle large animals; ability to lift large bags of animal foods; ability to pass a criminal history and driver history background check; some knowledge of humane procedures of animal collection, care and disposal; ability to be trained to use tranquilizer gun; working knowledge of the geography of the City; ability to keep simple records and prepare routine reports; ability to read, write and communicate orally; ability to establish and maintain effective working relationships with co-workers and the public.

IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE FOLLOWING REQUIRED EXPERIENCE & TRAINING:

High School diploma or GED plus one-year experience in caring for animals or in animal protection work.

ADDITIONAL REQUIREMENTS:

Possession of a valid Connecticut driver’s license with and the ability to pass a criminal history and driving history background check. Must obtain State of Connecticut Animal Control Certification within 12 months of hire date and must maintain throughout employment. Must be available for on call status and respond to emergency calls in a reasonable amount of time.

MUST BE SUBMITTED AT TIME OF APPLICATION

This position is covered under the written agreement between the City of Waterbury and the Waterbury City Employees’ Association Union. The Parts and Weights for this examination will be determined prior to conducting the exam. Individuals appointed shall be required to serve a working test period which will be, in effect, the final phase of the examination. APPEAL PROCESS: - An applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice. Please notify the Civil Service Office of a change in address. Notification will be mailed to the address written on your application.

WORKING CONDITIONS, PHYSICAL AND MENTAL REQUIREMENTS

Physical Requirements: Assistant Animal Control Officer

Employees appointed to positions in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties of the class. A physical examination may be required.
