- Coordinate full-cycle recruitment activities, including job postings, applicant tracking, interview coordination, and onboarding.
- Collaborate with supervisors and department directors to identify staffing needs and required skills and competencies.
- Process and monitor background checks, employment verifications, driving record checks, and drug testing programs.
- Conducts new hire orientation and ensure completion of onboarding requirements.
- Administer employee benefit programs, including enrollment, changes, and annual open enrollment.
- Provide Payroll with timely changes to ensure all wage and benefits are updated.
- Coordinate employee leave programs and ensure compliance with applicable laws, including FMLA, Minnesota Paid Leave, ADA, FLSA, and Workers’ Compensation.
- Maintain and tracks employee records, including training, certifications, licensure, and compliance requirements.
- Support employee relations by advising supervisors and assisting with disciplinary actions, investigations, and separations as assigned.
- Supports employee relations by responding to employees’ inquiries related to benefits, leave programs, wellness activities and other human resource items.
- Assist in the administration of compensation, performance management, and employee recognition programs.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance as assigned.
- Prepare and distribute HR-related communications to employees and departments in coordination with the Finance/HR Director.
- Maintains knowledge of trends, best practices, and regulatory changes in human resources matters.
- Work processes and products routinely interface and coordinate with other Finance/HR Department staff and city-wide staff.
- All assigned and apparent duties are accomplished with attention to detail, adaptability to circumstances, with excellent oral and written communication skills, effectively and efficiently with recognition that HR responsibilities must be completed with intellectual and emotional intelligence.

Education and Experience
- Associate’s Degree in Human Resources or a related field and three (3) years of experience in Human Resources.

- Three (3) years of full-time experience performing human resources functions
- High school Diploma or equivalent required

- Bachelor’s Degree in Human Resources or a related field
- Five (5) or more years of progressively responsible human resources experience.
Training, Certificates and Licenses
- Professional HR Certification (e.g. SHRM-CP, PSHRA-CP)
Knowledge, Skill, and Abilities
- Knowledge of human resources principles, practices, and employment laws.
- Ability to interpret and apply policies, procedures, and regulations
- Strong organization skills with the ability to manage multiple priorities and deadlines
- Excellent interpersonal, communication, and customer service skills
- Ability to handle sensitive and confidential information with discretion
- Proficiency in HR systems and standard office software
- Strong attention to detail and problem-solving skills
