Starting salary to commence at $70,400 - $91,520 based upon experience.

General Statement of Job

Oversees all aspects of fleet and facilities maintenance for the city.

City Expectations:

Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, all employees may be activated as essential employees in the event of an emergency.


Duties & Responsibilities

Specific Duties and Responsibilities

Essential Functions:
1. Develops, implements, and manages the City’s vehicle management program, including but not limited to vehicle procurement, leasing, licensing, reassignments, and disposal.

2. Coordinates and monitors the city’s facilities/asset management program, including but not limited to software implementation, data collection, facility assessment and Capital Improvement Project (CIP) recommendations.

3. Plans, organizes, coordinates, monitors, and evaluates the City’s fleet services contract specifications to ensure operations are conducted in a safe and cost-effective manner and that the City’s municipal garage facility is properly maintained in compliance with federal, state, local and environmental requirements.

4. Develops and implements Standard Operating Procedures for HVAC, roofing and generators and assists with city facility maintenance, including but not limited, to inspection and maintenance activity scope and frequency.

5. Oversees and maintains all fleet analytic and data systems to track usage, utilization and safety, including but not limited to GPS software, EV charging systems, and fleet maintenance and asset management systems

6. Assists Public Works divisions with procurement systems, including but not limited to, developing standard quote practices and cost-effective procurement solutions.

7. Manages and reviews fiscal expenditures relating to fleet replacement funds. Makes recommendations and assists Superintendent of Solid Waste, Recycling and Fleet and department director with annual budget preparation. Coordinates with Finance Department to ensure fuel, maintenance, and overhead charges are properly allocated to user accounts.

8. Manages city fueling operations and infrastructure; including purchases, system security, use and abuse monitoring, and certifying compliance with federal, state and local requirements.

9. Meets regularly with city departments to identify fleet requirements, repair needs, and maintenance priorities to ensure services provided by the contractor meet expectations.

10. Establishes and monitors operational guidelines and goals for scheduled and unscheduled vehicle preventative maintenance and repair work.

11. Accurately and legibly prepares reports, forms, and other documentation as assigned. Makes presentations as required.

12. Coordinates with Human Resources Department and Superintendent of Solid Waste, Recycling and Fleet regarding vehicle accidents, insurance and claims.

13. Establishes policies and procedures to continuously improve operations, decrease turn-around times and streamline processes to provide quality customer service.

14. Researches and evaluates new and redesigned vehicles, products and alternative fuel technologies for possible acquisition and City use.

15. Assists with the Public Works Department Emergency Operations including developing and maintaining the Emergency Operations Plan and ensuring personnel are trained in the proper emergency policies and procedures.


Responsibilities:

Responsible for the operational readiness, repair, maintenance and replacement of City vehicles to ensure safe, efficient and cost effective services. Responsible for programs to ensure the proper maintenance and use of city fleet and facilities. Responsible in work to the Superintendent of Solid Waste, Recycling and Fleet.


Minimum Qualifications

Minimum Education and Training

Bachelor’s degree with three (3) years relevant experience, or; Associates degree or certification from an accredited automotive technical institute with five (5) years relevant experience, or; High School Diploma or equivalent with seven (7) years relevant experience. Experience with automotive mechanical systems required. Must possess a valid Florida class "B" Commercial Drivers License (CDL) with tanker endorsements and free of any serious violations or the ability to obtain a class “B” Commercial Drivers License (CDL) within six (6) months of hire date. Experience in supervision required. Supervision as defined here, means that your primary duty is routinely managing employees who report directly to you, where you have the duty to assign and direct their work, evaluate their performance, counsel them, discipline them and set individual goals for them. Also, you have the authority to hire or fire them, or your suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change of status are given particular weight.
Experience in fleet maintenance and facility mechanical systems in the public sector including the administration of outside contracts preferred. Experience or training with Emergency Operations preferred Minimum Qualifications and Standards Required

Skill Requirements:
Knowledge of the methods and materials used in fleet maintenance and equipment used by city departments. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Possess excellent listening, speaking and communication skills; understand and follow applicable local, state and federal regulations; maintain records and prepare reports legibility and accurately. Knowledge of occupational hazards and safety precautions connected with this type of work. Ability to establish and maintain effective working relationships with subordinates, co-workers, vendors and the public.

Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department.

Physical Requirements:
Ability to sit, stand, walk, climb, bend, stoop, and lift. Ability to work both indoors and outdoors in all kinds of weather and for prolonged periods. Must have good eyesight and hearing with or without aides. Must be able to work under the stress of multiple priorities and deadlines, as well as occasional emergencies. Supplemental Information

Working Conditions:
Work is performed in both an office environment and vehicle repair facility with frequent outside field work required. Work may be potentially hazardous; including exposure to loud noise levels and vibrations, dirt, heat, fumes, odors, toxic or caustic chemicals, and mechanical and electrical hazards. Expected to be available for emergencies beyond regular operating hours if required.
