POSITION SUMMARY:
An employee in this position performs administrative, inspection, and enforcement duties related to the zoning and property maintenance codes. Works under general supervision with the opportunity to use independent judgment in carrying out the duties and responsibilities of the job. Work is reviewed by senior personnel.
JOB RESPONSIBILITIES:
- Works closely with the City’s Community Planning and Economic Development and Building Departments.
- Communicates professionally and effectively with the public to provide interpretation and regulatory guidance related to both zoning applications and zoning violations.
- Reviews, processes, and issues zoning permit applications for sheds, decks, fences, and signs, etc.
- Maintain records, assist with public records requests and zoning verification letters.
- Attends internal and external meetings; attends committee, commission and board meetings and hearings which generally occur in the evening hours
- Provides support for and works with the City’s Board of Zoning and Building Code of Appeals.
- Receives and reviews nuisance, housing, and zoning complaints, performs site inspections and re-inspections, and secures compliance with City ordinances including housing and zoning codes.
- Reviews code enforcement operations and recommends process improvements throughout the area of responsibility. Participates and provides feedback and input related to new code provisions and amendments.
- Researches Summit County parcel and property owner information deed records and sanitary sewer department records to obtain property owner name(s) and current address; and, other information related to individual parcels.
- Maintains current inventory of verified complaints, posted properties, and properties in noncompliance.
- Works with the Police Division, Law Department, and other City offices to solve nuisance, housing, and zoning problems. May provide testimony in court.
- Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
- Regular, predictable, and punctual attendance is required, which may include evening and weekend hours.
- Must have knowledge of the application and enforcement of laws, rules, regulations, policies and procedures relating to zoning and planning.
- Knowledge of property maintenance code, zoning code, and regulations pertaining to applicable state, federal and local ordinances.
- Performs other duties as assigned.

Any combination of education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job:
- Associate's Degree from an accredited college or university, or;
- Two (2) years related experience and/or training; or
- Combination of education and experience.

Skill in:
- Communicating orally and in writing with staff, supervisors, and the public in a courteous manner.
- The use of personal computers and tablets, associated software packages, hardware, and peripheral equipment.
- Technical writing and ability to understand, interpret, explain, and apply policies and procedures.
- Providing excellent customer service and resolving basic disputes.

- Read and review site plans and conduct field surveys.
- Effectively gather relevant facts through records research and inspection activity. Ability to exercise sound judgment in analyzing situations and in reaching decisions.

- Understand and interpret relevant City and State codes, ordinances, and regulations.
- Read and interpret documents such as safety rules, operating and maintenance instructions, general business periodicals, professional journals, technical procedures, or governmental regulations.
- Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Recognize potentially unsafe conditions and behaviors and correct them in a positive and appropriate manner.

Required to:
- Drive a vehicle and maintain a valid State of Ohio driver’s license with an acceptable driving record.
- Stand; sit; use hands to handle, keyboard, or feel; use color, texture, sound, shape and odor perception; lift and/or move up to 30 pounds, climb and descend stairs and walk on uneven surfaces.
- Must be eligible to work in the United States.
WORKING CONDITIONS:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this position, the employee is occasionally exposed to wet and/or humid conditions. The employee works frequently in outdoor weather conditions.
The majority of the work environment will consist of both site visits and normal office conditions however, while performing the duties of this job, the employee is regularly required to stand, sit, walk, reach with hands and arms, talk, and hear. The employee is occasionally required to climb, stoop, kneel, crouch, or crawl and taste and smell. The employee may lift and/or move up to 30 pounds.
The noise level in the work environment is usually moderate.
