Job Description
Provides centralized assistance for all County departments in seeking additional funding sources for the development of, or continuation of programs in Twin Falls County. This position also provides special project research and development for the County such as preparation of lease proposals, supervision of construction projects, preparing environmental assessments, and managing other projects as assigned. Time management is crucial in this job so the employee can meet deadlines and set priorities to maximize effectiveness for multiple projects. Financial management and good recordkeeping skills are also required to track and monitor grant finances and claims. The principal duties of this class are performed in a general office environment, although driving to various county locations is often required for managing special projects. Work is performed under the general direction of the County Commissioners, with latitude granted for independent judgment in meeting the research and development needs of the County and performing the duties and responsibilities of the job.

Duties / Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES (illustrative only and may vary by assignment)
- Researches, initiates, and provides administrative support and technical assistance to obtain and administer grant funding from public and private sources;
- Consults with department heads and elected officials to become aware of funding needs within the County;
- Interfaces with departments to assure quality control of programs and adherence to guidelines established by each specific grant;
- Prepares necessary paperwork for applications to receive relevant funding;
- Notifies relevant departments of progress on applications made;
- Manages, administers and reports on grant awards;
- Monitors compliance with grants, contracts, environmental, labor, procurement, financial, and other applicable regulations;
- Performs research and analysis functions, preparing documents and reports, compiles and organizes information and data and prepares and maintains statistical, demographic, and related databases, information files and reports;
- Performs other special projects as assigned by the Commissioners ;
- Processes grants and contracts for timely execution, maintains an accurate database system(s), generates regular reports and prepares special studies and reports;
- Keeps immediate supervisor fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Communicates and coordinates regularly with appropriate co-workers and others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Maintains strict confidentiality in all cases;
- Interacts with County employees, customers, visitors and the general public effectively and professionally.
- Performs other duties as assigned.

- Idaho laws and statutes regarding bidding, public meetings, public information requests and rules of county governance;
- Effective communication techniques with individuals and small and large groups;
- Project planning, design, coordination, implementation, and management.
- Prioritize and organize projects and meet deadline requirements;
- Read, analyze and interpret common scientific and technical journals, financial reports and legal documents;
- Effectively present information to management, public groups and/or boards of directors;
- Work with mathematical concepts such as probability and statistical inference;
- Define needs, collect data, establish facts and draw valid conclusions;
- Develop partnerships to accomplish goals and bring diverse partners together to solve difficult problems to benefit the public;
