Position Information/Definition

The City of Turlock is accepting applications for the position of Part-Time Animal Control Rescue Coordinator. Under general supervision, assists with posting eligible animals and information on our social media pages, establishing and maintaining professional relationships with surrounding rescue organizations including coordinating transportation and placement of selected animals within the City’s Animal Shelter.

This classification is Unrepresented for labor relations purposes and is subject to overtime assignments.

Distinguishing Characteristics

This part-time position is responsible for developing, implementing and coordinating relationships with non-profit organizations for animals to be placed in rescue.

Supervision Received and Exercised

Receives general supervision from designee at Animal Control.

Essential Functions - Include But Are Not Limited To The Following:

  • Assists in identifying animals from the shelter suitable for transfer to rescue groups.
  • Serves as point of contact for rescue organizations working with the shelter.
  • Oversees and arranges transport of rescue animals.
  • Oversees recruitment of active and qualified rescue groups, including verifying rescue group references and maintaining a list of these groups.
  • Communicates information and rescue requests to groups via social media, phone or email.
  • Ensures all written liability forms are completed between the shelter and rescue groups and all records of the contracts are kept up to date.
  • Communicates with shelter staff regarding any medical requirements, health certificates and identification paperwork required for animals going to rescue groups.
  • Communicates with shelter staff regarding foster care of rescue animals awaiting transport.
  • Consults and collaborates with other shelter staff to ensure proper animal selection for rescue.
  • Provides monthly reports of all animals going to rescue groups.
  • Maintains files and records for the rescue groups.
  • Maintains list of active rescue groups and coordinates which animals will go to which rescue.
  • Works to provide resources to owners who want to surrender their animals in an effort to keep the animals in their homes.
  • Performs other duties as assigned.

Qualifications:

Knowledge of:


  • General animal care and behavior.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Local community resources regarding animal rescue efforts.
  • Exercising good judgment when working with the public, volunteers, employees, animal-related concerns, and confidential information.
  • Coordinating projects, setting priorities and adapting to changing priorities.
  • Operating a computer and sending photos and videos through social media.
  • Keeping accurate and detailed records.
  • Social Media functionality.

Ability to:
  • Identify various breeds of dogs, cats, other domestic animals and livestock.
  • Interact effectively with the public.
  • Apply basic methods of animal collection and impoundment.
  • Provide routine care and feeding of domestic animals.
  • Perform basic computer and cashiering skills.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships with City staff, vendors, and the public.

and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Prior experience working with animals in an animal shelter, veterinary clinic or related field environment is required. Previous experience coordinating rescue, foster and/or adoption for an animal shelter or clinic is desirable and preferred.

Training:

Possession of a high school diploma or G.E.D. Certificate is required.

Licenses:

Possession of a valid California Driver’s License issued by the Department of Motor Vehicles at the time of appointment and the ability to maintain it as a condition of continued employment.


ADDITIONAL INFORMATION:

Physical Conditions:

Maintain the following physical abilities: See well enough to read, write and make observations, operate vehicles, animal control related equipment and snare tools; hear well enough to converse on the radio, telephone and in person; ability to distinguish odors and colors for identification purposes; bodily mobility to walk, bend, stand, crouch or climb for extended periods of time; operate assigned equipment and vehicles and perform manual labor for extended periods; ability to lift necessary equipment, sacks of animal food, and lift and carry animals weighing up to 50 pounds; ability to tolerate extreme fluctuations in temperature while performing essential functions of the job.

Working conditions are in a kennel environment with frequent exposure to conditions including hazardous materials, unfavorable fumes and odors, working with animal body fluids, infectious diseases and loud noises.

An eligibility list will be established from this recruitment that will be valid for six (6) months.


Selection Process:

Applications will be rejected if they are incomplete or required documentation is not attached.

3. Candidates who possess the minimum qualifications and have submitted complete application packets will be invited to compete in the testing process.


4. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their experience and education will be invited to compete in the testing process.

5. Candidates invited to compete in the testing process maybe required to take a written examination, which is graded on a pass/fail basis. Only those applicants who pass the written examination will advance to the oral examination.

6. Candidates invited to compete in an oral examination that receives a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.

7. Completion of a practical maybe conducted in order to further evaluate skills relating to essential job functions.

8. Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.

9. Final appointment to the position of Part-Time Animal Services Kennel Attendant will be contingent upon passing the following:

  • Interview with Chief
  • Background Investigation and
  • Medical examination (including drug/alcohol screening, hearing and vision examinations)

Veteran's Preference System

The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.

Medical Examination and Drug Screening


The incumbent will be required to take a medical examination including a drug screening and be fingerprinted.

Benefits:

Sick Leave: The City of Turlock amended a Paid Sick Leave Policy on December 23, 2023.
An employee who, on or after July 1, 2015, works for 30 or more days within a year from the beginning of employment is entitled to paid sick leave. Paid sick leave accrues at the rate of one hour per every 30 hours worked. Accrual shall begin on the first day of employment or July 1, 2015, whichever is later. Paid sick leave shall carry over to the following year of employment and is capped at 80 hours or ten days.

Hourly Rate of Pay:

$18.44 - $22.53 per hour

HOURS OF WORK:

Hours and days may vary (20 hours per week) day, weekend, and holiday availability required. This position is not to exceed 960 hours in a fiscal year.
