GENERAL DESCRIPTION:
The Parking Enforcement Officer is a sworn officer who performs enforcement of all city and state parking regulations in all on-street and municipal parking facilities. Under the general supervision of the Traffic Officer, the Parking Enforcement Officer performs a variety of tasks, including but not limited to the issuance of parking citations, determining the need to repair parking meters and improving parking space utilization and revenue collection by monitoring compliance and regulations.
EXAMPLES OF DUTIES & RESPONSIBILITIES:
- Patrols a designated route of the City, on foot and in all weather conditions to enforce city ordinances and state regulations regarding parking of vehicles.
- Writes and issues citations to vehicles which are parked illegally.
- Issues citations in designated format and utilizing current technologies.
- Detects and reports malfunctioning parking meters.
- Equitably and consistently enforces parking regulations.
- Diplomatically promotes public relations, traffic and pedestrian safety and encourages compliance with parking regulations.
- Responds to parking complaints and inquiries.
- Assists citizens regarding location of streets, buildings, and other points of interest within the City.
- Operates current communication system to maintain close communication with Department.
- Maintains uniform and equipment supplied by the Department.
- Reports traffic accidents, abandoned vehicles and traffic hazards encountered in the course of work.
- Maintains accurate logs of activity and any paperwork as required.
- May be required to set up or remove barricades and temporary signs, place or remove bags over parking meters, train new or temporary staff in the technical aspects of the job, utilize various other parking enforcement techniques such as chalking of tires.
- Assists with sidewalk complaints for city ordinance violations during the winter months and/or as assigned.
- Assists in the counting of money, taking surveys, and completion of reports.
- May appear in appeals hearings for citations.
- Performs other related duties as assigned by supervisor.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to learn, understand, interpret, and enforce appropriate City and state parking and vehicle codes, laws, and regulations.
- Knowledge of the traffic laws, ordinances, and regulations as they apply to enforcement duties.
- Ability to understand the occupational hazards and necessary safety precautions on the job.
- Ability to understand and follow oral and written instructions.
- Ability to communicate with, listen to, and deal effectively with people in diplomatically but authoritatively enforcing parking regulations.
- Ability to traverse terrain of the City on foot in adverse weather conditions for the course of the work day.
MINIMUM QUALIFICATIONS:
- Graduation from high school or equivalency (GED).
- Personal background suitable for enforcement of laws, ordinances, and regulations.
- Must possess and maintain a CT driver’s license in good standing, e.g., not suspended or revoked, at all times while fulfilling this role.
- Within one (1) month of hire date, must acquire COLLECT system certification successfully, e.g., entering and running vehicle data related to handicap permit verification, registration, and owner information needed in the course of an investigation.
ESSENTIAL FUNCTIONS:
- Must be able to stand and walk continuously over the course of the work day for extended periods of time.
- Ability to traverse rough terrain and perform job in all weather conditions.
- Ability to write continuously.
- Must be able to mount and dismount curbs.
- Reach and lift windshield wipers on vehicles to place citations.
- Ability to use current communication devices.
- Manual dexterity to hand print parking citations and operate assigned equipment.
- Operates whatever communication devices and citation equipment supplied by the City to perform the job.
- Ability to read and write legibly.
