Are you an experienced public safety communications professional ready to lead in a fast-paced emergency dispatch environment? The City of Torrance is seeking a dynamic and dedicated Public Safety Communications Supervisor to oversee the daily operations of its 24/7 Public Safety Communications Center.

The Department
The Torrance Police Department is the largest law enforcement agency in the South Bay and has proudly served the community of Torrance for more than 100 years. The Department is dedicated to preserving public safety and enhancing the quality of life for residents through professional, community-oriented policing and responsive public safety services. The Department employs sworn police officers and civilian professional staff who provide a full range of law enforcement services, including patrol operations, criminal investigations, traffic enforcement, emergency communications, jail operations, community outreach, crime prevention, and specialized response teams. The Department is organized into four major bureaus — Administrative, Patrol, Special Operations, and Support Services — which work collaboratively to address the evolving needs of the community.

The Division

The Torrance Police Department Communications Center is a 24-hour emergency communications facility that serves as the primary point of contact for 911 and non-emergency calls for service. Staffed by highly trained Public Safety Dispatchers, the Communications Center receives and prioritizes calls, dispatches Police and Fire personnel, coordinates emergency response efforts, and maintains critical communication with field units to ensure the safety and well-being of the Torrance community.

The Position

The Public Safety Communications Supervisor oversees the daily operations of the City's 24-hour Public Safety Communications Center, ensuring the efficient delivery of Police, Fire, and emergency medical dispatch services. This position supervises Public Safety Dispatchers and 911 Operators; provides guidance on complex operational issues, coordinates staffing and schedules; and serves as a working supervisor by performing dispatch and call-taking duties as needed.

The incumbent is responsible for developing and administering training programs; ensuring compliance with certification requirements; and maintaining quality assurance standards for emergency communications operations. The position also researches and implements new technologies and dispatch systems; develops and updates policies and procedures; analyzes operational data to improve service delivery; and serves as a liaison with public safety departments and partner agencies.

Experience & Education
Any combination of education and experience that provides the required knowledge and abilities is qualifying. A typical way of obtaining the necessary knowledge, skills and abilities is:

Graduation from high school or GED and three (3) years' experience in emergency radio dispatching. One (1) year of supervisory or lead work experience is preferred. Experience with CAD is preferred.


License and/or Certificates
  • Must possess and maintain a valid California Class C Driver's License.
  • Must obtain and maintain a valid California Peace Officer Standards and Training (POST) Public Safety Dispatcher Certificate and Emergency Medical Dispatch certification within one (1) year of hire.
Ideal Candidate
In addition to the minimum requirements, the ideal candidate will have:
  • A high degree of understanding public safety;
  • Knowledge of supervisory principles and practices;
  • Experience with automation, communication and record management systems, including knowledge of Federal regulations related to public safety communications and criminal history record-keeping;
  • Knowledge of public safety communications principles and practices, including but not limited to modern equipment, techniques, and methods of radio communication;
  • Exceptional oral, written, and interpersonal communication skills;
  • Strong skills in team-building, coaching, mentoring staff members; and
  • Ability to develop and maintain positive working relationships with management, coworkers, and the public.
