Under general direction, this position is responsible for the day-to-day management, operation, maintenance, and repair of the City’s water distribution system, reclaimed water distribution system, and wastewater collection system. The Public Works Manager II – Water/Sewer Field Operations oversees field crews, coordinates maintenance and repair activities, ensures regulatory compliance, and supports the reliable delivery of water, reclaimed water, and wastewater services to the community. This position serves as a key operational leader within the Public Works Department.
ESSENTIAL JOB FUNCTIONS (ILLUSTRATIVE ONLY):The following duties are illustrative and not intended to be all-inclusive:
- Plan, organize, direct, and supervise daily field operations related to the water distribution, reclaimed water distribution, and wastewater collection systems.
- Manage preventive maintenance, emergency response, and repair activities for pipelines, valves, hydrants, manholes, lift stations (collection system-related), and related appurtenances.
- Supervise, evaluate, and provide leadership to field supervisors, crew leaders, and operational staff; ensure appropriate staffing, training, and performance management.
- Coordinate emergency response activities for water main breaks, sewer overflows, reclaimed water system issues, and other utility-related incidents, including after-hours response.
- Ensure compliance with applicable federal, state, and local regulations, including Florida Department of Environmental Protection (FDEP) requirements.
- Assist in the development and administration of the division’s operating and capital budgets; monitor expenditures and recommend cost-effective operational strategies.
- Coordinate with engineering, utility maintenance, contractors, inspectors, and other City departments to support capital improvement projects, system expansions, and repairs.
- Review work orders, maintenance records, and system data to ensure accurate documentation and efficient workflow.
- Develop and implement standard operating procedures, safety practices, and emergency response plans for field operations.
- Promote and enforce a strong safety culture; ensure compliance with OSHA standards and City safety policies.
- Participate in long-range planning for infrastructure maintenance, rehabilitation, and replacement.
- Respond to citizen inquiries and complaints related to water, reclaimed water, and wastewater field operations; assist with public communication during service disruptions.
- Prepare reports, recommendations, and presentations for department leadership as required.
- Directly supervises division leaders, field supervisors, crew leaders, and assigned operational staff.
- Responsible for scheduling, assigning work, conducting performance evaluations, and recommending disciplinary actions in accordance with City policies.
Knowledge, Skills, and Abilities
- Thorough knowledge of water distribution, reclaimed water, and wastewater collection system operations, maintenance practices, and materials.
- Knowledge of applicable federal, state, and local regulations governing water and wastewater utilities.
- Ability to plan, organize, and supervise multiple field operations simultaneously.
- Strong leadership, communication, and interpersonal skills.
- Ability to respond effectively to emergency situations and make sound operational decisions under pressure.
- Skill in budgeting, cost control, and resource management.
- Proficiency in reading and interpreting engineering plans, maps, and technical documents.
- Working knowledge of computerized maintenance management systems (CMMS), GIS, and standard office software.
EDUCATION & EXPERIENCE:
- Bachelor’s degree in relevant engineering, science, business or closely related field,
- Minimum of ten (10) years of progressively responsible experience in water distribution and/or wastewater collection system operations.
- Minimum of three (3) years of direct supervisory or lead experience overseeing field crews engaged in water, reclaimed water, and/or wastewater utility operations. Experience in a municipal or public-sector utility environment strongly preferred.

Pay: $76,336.00 - $125,985.60 per year
