REPORTS TO: DIRECTOR OF PUBLIC WORKS/UTILITIES
MAJOR FUNCTION
This is supervisory work involving construction, repair and maintenance activities related to the City's water distribution system. Major functional areas include the following
Departmental programs:
Neighborhood Rehabilitation, Water Distribution & Maintenance, and Meter Installation. Responsibilities require the scheduling of special projects and program activities; supervision of employees in subordinate positions; purchase and management of equipment and supplies needed for daily operations and special projects; participation in development of program budgets and monitoring expenditures; and inspections for violations of applicable City codes. Employee works directly with the public and must be capable of highly independent performance including all necessary program record keeping and reports as required. This position requires the employee to be on-call for emergencies. Employee may be required to work weekends, holidays, after hours and on-call duty.
Duties are performed under general supervision. Performance evaluation is based upon work while in progress and upon completion, by review of records and reports, periodic conferences with the Superintendent, and by level of service rendered.
ESSENTIAL DUTIES
- Directs skilled, semi-skilled and unskilled activities in the operation and maintenance of the City's water distribution system.
- Performs supervisory tasks including, but not limited to the following: scheduling and assigning duties to subordinates; assisting in the selection, performance evaluation and disciplinary action of subordinate employees; conducting safety training programs; performing safety inspections and implementing corrective actions as required; and performing first level review of subordinate employee grievances.
- Participates in code review and enforcement.
- Monitors service requests and work orders to ensure timely response and completion.
- Develops and maintains operations records to monitor and assure compliance with Departmental program objectives.
- Selects and coordinates program/project activities with contracted vendors.
- Assists in budget preparation and monitors expenditures.
- Prepares and submits purchase requisitions for acquisition of equipment, parts and supplies.
- Instructs personnel in operation and maintenance of equipment and procedures necessary in the operation of water distribution system.
- Completes daily and periodic reports.
- Responds to and resolves citizen complaints.
- May act as Water and Sewer Superintendent when Superintendent is absent.
- Performs related duties as required.
MINIMUM QUALIFICATIONS
Knowledge, Skills, and Abilities
- Considerable knowledge of principles and practices related to the delivery of potable water supply through a community distribution system.
- Considerable knowledge of the rules, regulations and procedure of the Public Works Department and the City.
- Considerable knowledge of the operating characteristics and maintenance requirements of the equipment and facilities within the Division.
- Knowledge of the hazards and precautions needed for safety in the operation of the Division.
- Considerable skill in the operation of equipment used within the Division.
- Ability to understand and communicate verbal and written instructions; read working diagrams, sketches and blueprints; keep records and prepare reports; coordinate and supervise the work of employees within the Division; learn and participate in enforcement of related sections of the City Code of Ordinances; and establish and maintain effective relationships with employees and the public.
- Ability to utilize office computer system including Microsoft Office, records keeping, and purchasing/inventory programs.
TRAINING, CERTIFICATION, AND EXPERIENCE
- High School Diploma or GED.
- Heavy manual labor and construction and grounds maintenance work experience.
- Experience in operating and maintaining moderately complex automotive and/or power-driven equipment.
- Or, an equivalent combination of training, education, and experience that provides the required knowledge, skills, and abilities.
SPECIAL REQUIREMENTS
- Valid Florida driver's license.
- Possession of or ability to obtain within 180 days, a valid Florida Class B Commercial Driver's License.
- Florida Water & Pollution Control Operators Association (FWPCOA) Wastewater Collection Class "C" Certification or other wastewater collection certification.
- Required for Water Distribution, a Florida Department of Environmental Protection (FDEP) Level 2 Water Distribution Operator license.
- In the event of an emergency or natural/manmade disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by Emergency Management or City Administration. Such assignments may be before, during, and after an emergency or disaster.
