JOB TITLE: PERMIT TECHNICIAN DEVELOPMENT SERVICES DEPARTMENT

GENERAL STATEMENT OF JOB

Under general supervision, serves as the first point of contact for City Hall and the City’s Development Services Department, providing professional and courteous customer service to residents, contractors, and developers. This position performs a blend of front-desk administrative and technical support duties, assisting applicants with the City’s online permitting system (Evolve), verifying submittals, issuing parking passes, and helping coordinate department communications. The role requires strong interpersonal, organizational, and problem-solving skills to support the department’s daily operations efficiently and accurately. Reports to the Building Official.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this position title. Greets visitors and answers incoming calls for City Hall and the Development Services Department in a professional and helpful manner.

Provides information to homeowners, contractors, and design professionals on permit requirements, submittal procedures, and inspection processes.

Directs inquiries to appropriate City staff or departments when necessary.

Assists with scheduling meetings for the Building Official, Development Services Director, or other staff as needed.

Issues parking passes to residents and non-residents.

Verifies contractor licensing, business licensing, and insurance documentation for compliance with City and State requirements.

Performs a variety of receptionist duties to assist the front office receptionist area at City Hall and other staff members.

Performs general office duties such as preparing copies, organizing and maintaining legal files. Provides assistance with utility payments when needed.

Assists contractors and applicants with navigating Evolve, including setting up accounts, uploading plans, and troubleshooting submittal issues.

Plans and organizes daily routine work with minimum supervision and prioritizes work accordingly.

Reviews digital permit applications submitted through Evolve for completeness and accuracy. Processes limited check payments for permits or licenses; no cash transactions are accepted. Generates reports or data exports from Evolve as directed by the Building Official.

Prepares correspondence, forms, and notices as needed.

Provides general administrative support to Development Services staff during high-volume periods or absences.

ESSENTIAL SAFETY FUNCTIONS

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

ADDITIONAL JOB FUNCTIONS

Performs other duties as required.

MINIMUM TRAINING AND EXPERIENCE

High school diploma or equivalent required; associate degree in public administration, business, or a related field preferred. Two (2) years of administrative, office, or customer service experience; municipal or construction-related experience preferred. Familiarity with building permit processes, inspection workflows, or municipal operations is a plus. Strong computer proficiency, including Microsoft Office and web-based platforms (Evolve or similar systems strongly preferred). Excellent communication and customer service skills. Strong organizational skills and attention to detail. Ability to remain calm and professional while handling multiple inquiries or issues. ICC Permit Technician Certification preferred or ability to obtain within 12 months of hire.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of automated office machines, which includes a computer, typewriter, copier, adding machine and postage machine. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of ten to forty pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisors.

Language Ability: Requires the ability to read a variety of informational documents, monthly reports and payroll time sheets. Requires the ability to prepare business letters, monthly reports, requests for service, purchase requisitions, and vacation and sick leave, using prescribed format and conforming to all rules of punctuation, grammar, diction and style. Must be able to speak with poise, voice control and confidence over the telephone.

Intelligence: Requires the ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals; and determine time and weight.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency.

Physical Communication: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of the Department as they pertain to the performance of duties of the Permit Technician. Has considerable knowledge of the practices, procedures, policies and activities of the department as they pertain to the duties of the job. Has knowledge of general office operations, functions, and procedures. Has knowledge of the permitting activity and is able to process permit applications as well as clearly explain the permitting process to applicants and the general public. Is able to use independent judgment in daily routine and non-routine situations. Is able to communicate effectively with others both in person and over the telephone in a clear and concise manner. Is able to compile, organize, prepare, and maintain an assortment of records, reports, files, and documents. Has comprehensive knowledge of the terminology used within the department. Is able to read, understand and complete written requests and work assignments in an accurate and timely fashion. Has knowledge of how to estimate time, materials, and supplies required to complete various routine activities. Has knowledge of how to operate a variety of equipment and machines such as a computer, typewriter, adding machine, etc. Is skilled in the operation of popular office machines, including computer-driven word processing, spreadsheet and file maintenance programs. Is able to learn and apply new skills needed in order to promote efficient completion of duties. Has knowledge of proper English usage, vocabulary, punctuation and spelling; has knowledge of basic mathematics. Is able to offer assistance to co-workers as necessary. Has good clerical, mathematical, organizational, and communications skills. Has comprehensive knowledge of computer applications and the utilization of such. Is able to develop and maintain an effective filing system.

Is able to type at the required corrected rate. Is able to prepare clear and concise letters of correspondence as required. Is able to communicate effectively with supervisors, other staff members, members of the general public, and all other groups and agencies involved in the activities of the department.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interface with all City departments and divisions, co-workers and customers, and the general public.

Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under "Specific Duties and Responsibilities."

Safety and Housekeeping: Adheres to all safety and housekeeping standards established by City and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace.
