BRIEF DESCRIPTION OF THE JOB:

The IT Administrator is responsible for providing IT support to City staff, elected officials, and contractors developing the department, and day-to-day operating procedures. This position is expected to demonstrate strong technical aptitude necessary to cope with rapidly changing technology, ensuring that data integrity is maintained and developing plans and initiatives for improvement of City enterprise infrastructure systems.

ORGANIZATIONAL RELATIONSHIPS:

  • Reports to Internal Services Director.
  • This is a non-supervisory position.
  • Works closely with other City departments, employees, vendors, state agencies, other cities and the general public.

ESSENTIAL DUTIES: This is a description of the way this job is currently performed; there is potential for accommodation.

  • Manages Windows desktops, server applications, cloud-based services, printers, wired phone systems, smartphones, and portable devices in-person and remotely.
  • Provides Active Directory network administration for City of Taylor employees.
  • Performs installations and upgrades for computers, tablets, and smartphone provisioning.
  • Ensures desktop computers and smartphone devices interconnect seamlessly with file servers, email servers, and conferencing systems.
  • Ensures effective and reliable backups are being performed.
  • Monitors and troubleshoots Firewalls, Switches, Windows servers, and hosts.
  • Attends public meetings and ensures the City's virtual presence, as required.
  • Ensures data is maintained in accordance with the Public Information Act and Record Retention policies.
  • Maintains inventory of installed software, hardware, manages software licensing and follows proper procedures for the disposal of electronic assets.
  • Ensures the City has a culture of good cyber hygiene and meets all mandatory security training.
  • Participates in hardware and software evaluations/reviews and recommends purchases during the annual budget process.
  • Coordinates office moves for hardware with department supervisor and provides assistance in reconnections and setup.
  • Develops and maintains the appropriate life cycle of technology equipment and workstations.
  • Coordinates with Human Resources to issue cell phones, emails, logins, and computer equipment to new employees and collects all equipment at the time of separation.
  • Coordinates with third party vendors on technology needs and resources, as necessary.
  • Attends all required meetings and trainings.
  • Emergency Operations support, as assigned.
  • Coordinates with department heads on policies, updates and provides training to department staff.
  • Assists Internal Service Director with the IT budget, including forecasting and procurement.
  • Assists with administration, maintenance, and monitoring of City security systems, including surveillance cameras, access control systems, and related infrastructure.
  • Assists City staff with elevating help desk tickets, when necessary.
  • Liaison to contracted Manage Service Provider.
  • Process invoices, purchase orders, and monthly reports.
  • Performs other administratvie duties, as may be assigned.
Qualifications:

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of: 

  • Principles of information technology systems, including networks, servers, hardware, software, and cybersecurity.
  • Expertise in current Microsoft Office platforms.
  • Various social media platforms.
  • Texas Public Information Act and its requirements.
  • Avaya or related telecommunications systems.
  • Microsoft Active Directory and group policies.
  • Information Technology tools and concepts.
  • Emerging technologies, including AI, automation, and data analytics.

Skills in:

  • Supporting Windows desktop operating system in a domain environment.
  • Configuring and managing Apple iOS and Android devices.
  • Administering Microsoft Windows Server.
  • Working with Firewalls.
  • Supporting Exchange mail servers.
  • Analysis, troubleshooting, and problem-solving.
  • Strong interpersonal and communication skills working with technical and nontechnical personnel at various levels in the organization.

Ability to:

  • Be creative and innovative in ideas and work products.
  • Provide consultative services and/or technical program support relating to IT operations (including IT Help Desk functions).
  • Travel to different CIty of Taylor locations. 
  • May have to work on evenings and weekends, if necessary.
  • Lift heavy equipment when moving desktop or other inventory.  
  • Work in stressful situations and maintain professionalism.

ACCEPTABLE EXPERIENCE AND TRAINING:

  • Associate's Degree in Computer Science, Information Systems, Information Technology Management, Electronic Engineering or a related field;  Bachelor's degree preferred.
  • Three Years (3) of experience in computer systems, computer programming, data analysis, database development/design and maintenance work, and/or systems analysis and design or a similar position. Experience should also include customer service and project management. Experience in a governmental agency preferred.  Additional experience may substitute for the required education.
