What are the responsibilities and job description for the INDUSTRIAL PRETREATMENT OFFICER position at CITY OF TAYLOR?
BRIEF DESCRIPTION OF THE JOB: The Industrial Pretreatment Officer will implement and manage the City’s Industrial Pretreatment Program. In addition, the position will also manage the City’s nitrification plan on its potable water system.
ORGANIZATIONAL RELATIONSHIPS:
- Reports to: Utility Assistant Superintendent / Utility Superintendent.
- This is a non-supervisory position.
- Has occasional contact with other employees at the water or wastewater treatment plant, contractors, and has daily contact with the public.
ESSENTIAL DUTIES: This is a description of the way this job is currently performed; there is potential for accommodation.
- Work with the City and its consultants to implement the City’s industrial pretreatment program ensuring coordination and compliance with EPA and Texas Commission on Environmental Quality.
- Manages the City's nitrification action plan by performing routine water analyses in the field, interpretation of the data, and coordination with the City’s utility maintenance department to proactively adjust the City’s potable water system.
- Maintaining an up-to-date Industrial User Survey.
- Maintaining an up-to-date Industrial User Survey.
- Reviewing applications for pretreatment, as well as issuing and renewing pretreatment permits.
- Oversee sampling of industrial users.
- Inspect industrial users and review pretreatment documentation.
- Review construction plans for pretreatment facilities.
- When necessary, coordinate with City officials to issue enforcement.
- Implement and manage the City’s grease trap program.
- Implement and manage a data management system for pretreatment records.
- Assists operators in routine operations of the City's Water and wastewater system.
- Serves in extension of current duties as required for emergency management, particularly in the areas of response and recovery
- Provides quality customer service to city staff, the general public, and all other work contacts
- Performs such other labor duties as may be assigned
KNOWLEDGE/SKILLS/ABILITIES:
Knowledge of:
- First aid and CPR procedures
Ability to:
- Understand written and verbal instruction;
- Work safely and effectively with others.
- Read and comprehend operation and safety manuals; signs, maps, office memos, labels, blueprints, etc.
- Take notes and messages.
- Perform calculations for volume, capacity, area and any items needed for testing samples.
- Ability to assess problems and make prompt, reliable repairs and determine safe solutions
ACCEPTABLE EXPERIENCE AND TRAINING:
- High School Diploma required.
- Bachelor's degree from an accredited four-year college or university is preferred.
- Two (2) or more years of experience in pretreatment compliance activities or in a similar position.
- Or any combination of education and experience.
CERTIFICATES/ LICENSES REQUIRED:
- TCEQ Class B wastewater operator license
CONDITIONS OF EMPLOYMENT:
- Required to work weekends and holidays.
- Required to be on call for after hour emergencies.
- Required to work hours other than 7:00 – 4:00.
- Required to work under exposure to inclement weather conditions.
- Must pass a drug test prior to employment for commercial driver and safety sensitive position.
- Regular and timely attendance is required.
