Performs moderately complex professional activities managing a variety of Capital Improvement Projects (CIP). Work involves planning, reviewing project design, bidding, permitting, and supervising construction of unique projects to improve the City facilities and infrastructure. Manages several projects simultaneously in various phases of development including planning, consultant selection, design, selection of contractor, construction management, inspection, project close-out and warranty administration.

Work is performed independently under general supervision with moderate latitude in the use of initiative and independent judgment. Position typically requires processing and interpreting of less clearly defined issues. Reports to the Capital Projects Manager or designee.

Executes the full scope of project management for assigned projects; authorizes and monitors the work of City staff, consultants, and contractors; ensures projects stay within approved budget and are completed on time; closes out projects per all established protocols and guidelines.

Inspects and directs inspection of all Utility CIP project work sites; ensures work is being completed according to plans, codes, regulatory requirements and set timeframes.

Coordinates water distribution, water treatment, and wastewater construction and design projects between the City, other utility companies, regulatory agencies, engineers, contractors and the public to reach goals with minimal conflict.

Develops and monitors project budgets and cost estimates; performs cost analysis and generates tables, charts, graphs, and reports for presentation and submission to all necessary parties.

Establishes project timelines and schedules, coordinates with department leaders regarding staff resources for efficiencies with in-house construction and CIP projects.

Oversees and coordinates administrative requirements of assigned projects including but not limited to, preparation of bid documents, attending pre-bid meetings, preparation of City Commission agenda items and Resolutions, material procurement, permit procedures and related paperwork, processing of purchase requisitions, and project closeout. Prepares project scope, specifications, and contract documents, as assigned.

Serves as first line contact in the development and execution of capital improvement projects (CIP); assists with pre-approval review of plans and specifications to ensure proper documentation and conformity to all applicable codes and regulations; maintains project budget and records of contingency allowance; monitors approved construction projects at various stages of development for adherence to approved plans, specifications and contract documents; conducts and coordinates on-going field reviews of projects through project life cycle, resolves conflicts arising from regulatory agencies regarding plans and requirements. Conducts final review of projects for adherence to project requirements regarding substantial and final completion.

Participates in the selection of contractors; monitors the performance of contractors, coordinates their activities, and oversees construction meetings; issues work orders to consultants, contractors, surveyors, and testing labs; makes recommendations for design changes during the construction process as necessary.

Works in conjunction with consulting engineers and other governmental agencies on the coordination of capital projects. Coordinates the activities of City, State and the Federal Agencies, private contractors and others involved with City projects.

Monitors cost estimates, reviews invoices, and inspects projects for cost and quality adherence in accordance with project requirements and established milestones; identifies any issues to be monitored or resolved and processes invoices for payment; records payments to consultants and contractors.

Arranges for correction of defects by the contractors and vendors during construction phase and the warranty period and conducts inspections at the end of the warranty period to ensure identified defects have been resolved.

Conducts analyses and prepares a variety of data and graphics to present results; performs cost and project budget analysis; makes recommendations to improve efficiency and effectiveness of operations.

Prepares and reviews status reports for capital improvement projects to provide department and City leaders and officials ongoing information pertaining to milestones and completion date;

Assists with preparing and monitoring Capital Improvement Project Budgets.

Receives, reviews, prepares and/or submits various records and reports including but not limited to, invoices, technical summaries, engineering plans, contract specifications, project submittals, consultant reports, grant applications, spreadsheets and graphs/charts, work and change orders, permits, agendas, strategic plans, and correspondence with a variety of internal and external parties.

Responds to the public’s inquiries and questions using the City’s response tracking system; may resolve a variety of issues and complaints per established standards and protocols; responds to public records requests.

Attends evening and/or weekend meetings and events based on organizational responsibilities and requirements.

Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all City employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive City image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.MINIMUM QUALIFICATIONS

Bachelor's degree in construction management, structural, environmental or civil engineering, or related field; supplemented by three (3) years of progressively responsible experience in construction project management (scope development to project completion), including at least (2) years of managing simultaneous projects of varying complexity and administering contracts; the operation and maintenance of water treatment facilities, water distribution, and/or wastewater collection systems is a plus.

Required Certifications And Licenses

Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Preferred Qualifications

Four (4) years of experience managing, coordinating or designing and overseeing governmental Utilities Capital Improvement Projects (CIP), including skill in using commercial computer-aided design (CAD) and drafting software application.

Professional Engineering (PE) or Engineering Intern (EI) licensure/certification is a plus.
