GENERAL DESCRIPTION:
Under general direction of the Utilities Superintendent, the Assistant Utilities Superintendent coordinates daily work assignments and provides field oversight for utility and road operations. This position is responsible for preparing and distributing daily work orders, visiting job sites to provide instruction and guidance to field staff, and monitoring work progress to ensure quality, safety, and adherence to departmental standards. The Assistant Utilities Superintendent supports the Road and Utility Superintendents with planning, coordination, and operational needs and may respond to operational issues or emergency situations involving infrastructure repairs. This position also serves in the role of Superintendent in their absence when necessary and performs other related duties as assigned.
QUALIFICATIONS: An example of acceptable qualifications:
Completion of trade, vocational or equivalent (high school diploma or GED) with major course work in chemistry, biology, or related disciplines and four (4) years recent documented work experience in water or wastewater treatment plant, water distribution systems, or related activities, with at least two (2) years in a supervisory capacity; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid State of Ohio driver’s license. Must remain insurable under the City’s vehicle insurance policy. Must be NIMS Certified in 100, 200, 700, Ohio Ethics Training, Ohio Sunshine Law Training, Drug- free workplace training. Must possess or acquire a Class I Water Supply certification issued by the Ohio Environmental Protection Agency (OEPA). Must possess or acquire a Class I Wastewater Collection Operator certification issued by the Ohio Environmental Protection Agency (OEPA). Must possess or acquire a Backflow certification issued by the Ohio Department of Commerce. (All Water/Wastewater/Backflow certifications must be acquired within 2-year period).

Calculator, computer, fax machine, copier, scanner, telephone, cellular telephone, postage machine, and other standard modern business office equipment; motor vehicle.
INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
Employee ascends and/or descends ladders, stairs, or scaffolds; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in an area which the means of egress is or can be obstructed; is exposed to environmental conditions which may result in possible injury from hazardous gases, chemicals, flammables, air contaminants, hazardous waste, unclean or unsanitary conditions from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db (e.g., heavy equipment, trucks, etc.); works in or around crowds; has contact with potentially violent or emotionally distraught persons or vicious animals or life threatening situations; participates in medical and first aid activities; is periodically exposed to blood and other bodily fluids, as well as other potentially infectious materials; has exposure to hot, cold, wet, humid, or windy weather conditions; exposure to extreme non-weather related heat or cold; exposure to hazardous driving conditions; works, first, second or third shift; works rotating shift. exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered Light to Medium work.
In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:
1. Assists overseeing the long range operation and efficient functioning of the Utility Departments; provides organizational leadership, insight, and direction; formulates and directs the goals, objectives, and priorities, plans, promotes, organizes, and supervises a comprehensive and diversified programs and facilities plans in the best interest of the entire community; develops, approves, and implements policies and procedures for the department and its facilities; evaluates effectiveness of the department facilities, programs, and services.
2. Assists in ensuring departmental compliance with Ohio EPA rules and regulations (e.g., oversee the design and construction management of water/sewer utilities; develop, implement, and manage new programs within the Utilities Department as necessary to ensure compliance with Ohio EPA rules and regulations; develop and enforce Engineering Standards that reflect changes in material, technology, and methodology as they relate to the utilities’ infrastructure; etc.).
3. Assists in managing, directing, and supervising assigned staff; schedules and allocates work; coaches employees to improve performance and conduct; handles and investigates employee complaints, disputes, and grievances, and take appropriate action; approves employees’ time cards; approves requests for time-off; approves the hiring, firing, advancement, disciplinary action, and other changes in personnel status of assigned staff; develops and implements department policy; participates in meetings in which policy questions are reviewed or discussed; approves policy changes; participates in personnel activities; conducts training and team building activities; monitors department staff, programs, and facilities to ensure compliance with all laws, policies, and procedures.
4. Interacts with community members, special interest groups, and public and educates and promotes the departments services, procedures, programs, and facilities; solicits department facilities, programs, and memberships; answers questions and resolves problems, complaints, and concerns; determines and recommends advertising approaches to promote department; communicates with media, community representatives.
5. Assist in composing and preparing correspondence, memos, letters, reports, and other type documents; identifies programs, services, capital, and equipment needs and recommends capital and equipment plans; maintains inventory, obtains, orders, maintains, and stores equipment, supplies and materials; receives and verifies accuracy of deliveries; processes invoices and submits for payment as needed.
6. Assists in preparing the annual department budget; monitoring expenditures to ensure allocations meet budgetary limitations; performs various purchasing duties and prepares related records and forms; oversees the maintenance of departmental files and records.
7. Develops and maintains open and effective communications with staff and other administrative personnel to ensure proper coordination and communication of departmental tasks; coordinates the work of the department with other city departments, other groups and agencies and various vendors; supervises acquisition, planning, design, construction and maintenance.
Assists in the development of short and long-range goals and monitors progress ensuring projects are completed within an established timeframe.
9. Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops.
10. Meets all job safety requirements and all applicable PERRP safety standards that pertain to essential functions.
Demonstrates regular and predictable attendance; may be required to work extra hours, evening hours, weekends and/or holidays as required.
Assist supervising the work of the road and garage employees.
Performs duties of subordinates as needed.
