POSITION DESCRIPTION

TITLE:                          FINANCE DIRECTOR / TREASURER

DEPARTMENT:            Finance Department

SUPERVISED BY:       City Manager

POSITION SUMMARY:

The Finance Director / Treasurer oversees all accounting, financial reporting, budgeting, investment management, audits, internal controls, cash management, and financial policy development. The position plays a key role in long-range financial planning, capital planning, pension oversight, and debt management. The Finance Director coordinates the City’s annual audit, works closely with department heads and pension boards, and ensures compliance with applicable local, state, and federal regulations. Starting salary range is $140,000 - $150,000, with excellent benefits.

DUTIES, RESPONSIBLITIES AND WORK PERFORMED:

Essential functions include, but are not limited to:

1. Assists with the maintenance and creation of written procedures concerning financial policies and procedures with the City Manager.
2. Direct and manage all municipal financial operations and accounting systems
3. Prepare and oversee the City’s annual operating and capital budgets
4. Coordinate annual audits and ensure compliance with GASB standards
5. Oversee cash management, investments, and internal controls
6. Administer revenue programs including local taxes, fees, and billing
7. Support pension administration and attend pension board meetings as needed
8. Provide financial forecasting and long-range planning recommendations
9. Supervise Finance Department staff and ensure efficient operations
10. Advise the City Manager and City Council on financial matters and policy
11. Performs other duties as circumstances may require at the direction of the City Manager.

EDUCATION, EXPERIENCE AND TRAINING:

1. Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration or related field required
2. Master’s degree preferred.
3. Minimum five (5) years of progressively responsible municipal or governmental finance experience
4. Prior experience as a Finance Director, Assistant Finance Director, or senior municipal finance professional preferred
5. Experience with municipal audits, budgets, pension systems, and capital financing
6. Ability to effectively work with elected officials and senior leadership

CERTIFICATIONS / LICENSES: 

1. CPA, CPFO, or similar professional certification preferred

ESSENTIAL KNOWLEDGE AND ABILITIES:

1. Thorough knowledge of generally accepted accounting procedures, especially regarding municipal finance
2. Excellent time management skills; must be highly organized and exhibit keen administrative and management skills, especially in the area of cash management
3. Working knowledge of municipal accounting, budgeting and financial forecasting
4. Working knowledge of local area networks, financial software products, word processing, spreadsheet and database applications
5. Well-developed interpersonal and written communication skills
6. Ability to prepare financial statements and state and federal reports
