What are the responsibilities and job description for the Utility Support Supervisor (INTERNAL CANDIDATES ONLY) position at City of Sunrise?
NATURE OF WORK
This is advanced supervisory professional work involving planning, integrating and maintaining a computer supervisory control and data acquisition system (SCADA), developing, integrating and maintaining a computer maintenance management system (CMMS), purchasing of materials, supplies, equipment, and services, and providing comprehensive inventory control for the Utilities Department.
An employee in this class is responsible for supervision of subordinate personnel, planning and scheduling of work, developing various computer data logs, reports and systems, and exercising reasonable initiative and independent judgment in achieving objectives.
Work requires integration with departmental personnel on procurement needs relative to operation and emergency needs.
Plans and administers integration with departmental and non-departmental personnel on planning, developing and installing SCADA and CMMS software programs and upgrades.
Oversees, plans, administers and executes buying procedures, including preparation of purchase orders, related to specification, pricing, availability and contract compliance.
ILLUSTRATIVE TASKS
- Consults with departmental and non-departmental personnel on SCADA and CMMS computer hardware and software applications, striving for the best methods of purchasing, installing and ensuring compatibility with other City computer systems.
- Consults with departmental personnel on procurement needs and advises them on the best method to purchase required goods and process requisitions and purchase orders.
- Provides supervision in the planning, organization and maintenance of the warehouse, including efforts related to SCADA and CMMS.
- Supervises and coordinates the development and input of the systems, assets and nomenclature for the hierarchy of the CMMS computer database.
- Supervises and coordinates maintenance and repair of the pumping station SCADA computer system and its programs.
- Oversees and maintains a list of vendors from whom quotations are to be requested.
- Coordinates product and vendor research to determine price and availability for inventory warehouse stock.
- Performs related work as required.
EDUCATION
- Graduation from an accredited high school/vocational or G.E.D. equivalency

EXPERIENCE AND TRAINING
- One (1) year of supervisory experience in purchasing and inventory control within the water and wastewater industry.
- One (1) year experience with SCADA and CMMS computer programs.
PHYSICAL REQUIREMENTS
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.
- Physical capability to effectively use and operate City assigned vehicles, manual or power tools.
- Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements.
- Ability to walk, stand and sit for prolonged periods of time.
- Ability to work outdoors under varying temperatures, inclement weather and/or other adverse conditions.
- Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds.
- Ability to operate a motorized vehicle.
- Ability to climb and descend stairways and ship ladders at unusual heights of up to 40 feet.
- Ability to hear within normal audio range, with or without correction.
- Ability to see in the normal visual range with or without correction. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
- Ability to withstand exposure to the following conditions without stress: excessive noise, unpleasant odors, chemicals/other environmental substances, blood borne pathogens.
- If applicable: Perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped.
KNOWLEDGE, SKILLS AND ABILITIES
- Considerable knowledge of computers and skills related to SCADA and CMMS hardware and software.
- Considerable knowledge of Microsoft Office software and related hardware applications.
- Knowledge of professional purchasing methods and procedures.
- Knowledge of the sources of materials and supplies.
- Knowledge of bookkeeping methods related to the maintenance of accurate records for inventory control.
- Ability to effectively express ideas both verbally and in writing.
- Ability to establish and maintain effective working relationships with, computer programmers, vendors and fellow employees.
- Ability to analyze a variety of SCADA and CMMS computer problems related to software, hardware and programming.
- Ability to formulate databases and monthly reports utilizing computer applications.
- Ability to analyze a variety of purchasing problems or opportunities and to make appropriate related recommendations to department management.
- Ability to make sound decisions and to take appropriate actions.
- Knowledge of professional supervisory procedures and appropriate management techniques.
- Ability to supervise and motivate subordinate staff and to create a positive work environment.
