NATURE OF WORK
 
This is highly responsible professional and administrative work of reasonable difficulty in developing, planning, and directing plans and strategies for the City of Sunrise Sustainability Program.

An employee in this class is responsible for the operational planning, coordinating, and administering the implementation of policies and procedures related to the sustainability of City operations and the advocacy of sustainability to the community. The employee is responsible for the professional administration and coordination of sustainability programs and services focused to achieve desired goals and objectives of the City. The employee may directly advise the City Commission, City Manager, Department Director, Environmental Sustainability Advisory Board, or other City officials and neighborhood representatives on the status of and important issues associated with the City's sustainability program. The employee acts as the staff liaison to the Environmental Sustainability Advisory Board. The employee works under the general direction of a department director and exercises considerable independent judgment in developing and implementing a comprehensive policy and a strategic plan that moves the City towards a more environmentally sustainable future.


ILLUSTRATIVE TASKS
 
  • Oversees, plans, organizes, directs and coordinates the implementation of the City's Sustainability Action Plan (SAP) in conjunction with the Regional Climate Change Compact.
  • Establishes and recommends goals, objectives, operating policies, procedures, standards and program performance measures for City departments and agencies to prioritize related tasks; evaluates programs for best practices, identifies duplication or overlapping programs within the various departments; identifies common risks and opportunities associated with sustainable development in the design, construction and operation of all other City owned and operated buildings.
  • Provides vision and leadership in the implementation of a sustainability plan for the City; provides professional and technical assistance to other City departments and outside agencies in the development of policies and initiatives to encourage new sustainability proposals.
  • Develops and Implements marketing and educational programs that inspire the community to embrace environmental sustainability practices and encourages or promotes changes in the thinking, behavior and practice of individuals, organizations and government by focusing on sustainable development.
  • Works in collaboration with departments and serves as the team leader in working with City staff to develop sustainability initiatives and assess their cost effectiveness, technical feasibility and implementation methods.
  • Represents the City's Sustainability Program in contacts with elected and appointed officials, representatives of other government agencies, the Environmental Sustainability Advisory Board, the general public and neighborhood associations.
  • Coordinates with existing resources such as the South Florida Chapter of the U.S. Green Building Council to develop a multi-faceted communication strategy within the organization and the community to promote the City's sustainability efforts and the benefits of sustainable practices; increases awareness of sustainability initiatives through participation in civic, neighborhood, or professional group activities; creates, maintains and updates the City's sustainability web portal.
  • Serves as a liaison between designated departmental contacts engaged in activities such as project management, architecture, landscape architecture, design, engineering, resource conservation, budget analysis, transportation and other related areas influencing the incorporation of the green building strategic vision to City functions.
  • Analyzes and reports on the effectiveness of sustainability projects, establishes annual performance targets on the City's progress in meeting those goals, develops action plans to address areas not meeting expectations.
  • Submits quarterly and or annual green-status reports, charts, and layouts to the City Manager's Office by providing updates on completed, in-progress and proposed projects; evaluates projects using a chosen rating criteria checklist; reviews the strategic plan and updates periodically.
  • Researches reports and best practices; analyzes data on global warming, carbon emissions and alternative fuel sources; generates feasibility and cost analysis reports used to formulate alternative initiatives to attain the City's sustainability goals.
  • Works with federal, state, and county partners to develop and promote legislative measures to support and enhance sustainability practices, which may include the acquisition of funding for demonstration projects within the City.
  • Coordinates with professional and technical personnel in developing and implementing grant funded programs and projects; establishes and maintains a database of existing and completed sustainability program grants.
  • Perform related work as required.

EDUCATION
 
  • Graduation from an accredited college or university with a Bachelor's Degree in business or public administration, urban planning, engineering, architecture, environmental studies, or a closely related field.
 
EXPERIENCE AND TRAINING
 
  • Extensive (minimum 5 years) progressively responsible experience in sustainability programs, energy programs, or environmental quality.
 
  • Must have some experience in one or more of the following areas:
    • Building and development projects
    • Sustainable infrastructure projects
    •  Life cycle cost analysis
    • Analytical techniques and monitoring systems OR any equivalent combination of relevant training and experience.
  • Certification by the U.S. Green Building Council (USGBC), LEED or a similar certifying agency is preferred.
 
 
NECESSARY SPECIAL QUALIFICATIONS
 
  • Must possess a valid Florida Driver's license with an acceptable driving record, or the ability to acquire a Florida license within 30 days of hire.
 
 
PHYSICAL REQUIREMENTS
 
 
Physical:
  • Light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of standing observation may be required during field activities. Must have the ability to safely operate a City issued motor vehicle.
 
Work Environment:
  • Work is performed primarily in a standard office environment. Tasks are regularly performed without exposure to adverse environmental conditions.
 
Sensory:
  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments, divisions and the general public.

KNOWLEDGE, SKILLS AND ABILITIES
 
  • Extensive knowledge of the principles, methods, and practices of management and public administration.
  • Extensive knowledge of major planning public policy issues shaping sustainability practices within a large governmental or private organization.
  • Extensive knowledge of conservation methods, practices, and techniques.
  • Extensive knowledge of local, state and federal legislative processes.
  • Considerable knowledge of the general provisions of local, state, and federal laws and regulations applicable to energy resource utilization.
  • Considerable knowledge and experience in team building and community collaboration.
  • Considerable knowledge of various software programs and spreadsheets characteristic of
  • energy or sustainability monitoring systems, such as EPA Portfolio Manager and Microsoft Excel.
  • Working knowledge of cutting-edge industry practices in sustainable/green designs within communities and organizations.
  • Ability to prepare and present clear and concise reports of a complex and technical nature.
  • Ability to evaluate and analyze complex state and federal legislation and determine the effect upon the City's sustainability initiatives.
  • Ability to review, evaluate, modify and improve existing sustainability methods and practices and explore new and emerging sustainability technology and practices.
  • Ability to analyze data on issues such as global warning, carbon emissions, and alternative fuel sources.
  • Ability to generate feasibility and cost analysis reports used to formulate alternative sustainability initiatives.
  • Ability to develop appropriate cost estimates and execute decisions and judgments for efficient utilization within a municipal budget.
  • Ability to implement award and recognition programs for City departments and other community members and organizations engaged in sustainable practices.
  • Ability to develop and oversee sustainability education programs and promote sustainability practices.
  • Ability to evaluate the language of contracts and agreements used to procure commodities and services to ensure compliance with desired sustainability practices.
  • Ability to represent the City effectively in public at a variety of conferences, meetings, and gatherings.
  • Ability to communicate effectively, both orally and in writing, as needed to compose memoranda, correspondence, technical reports, and conduct presentations to citizen groups and elected officials.
  • Ability to establish and maintain effective working relationships with employees, officials, other governmental agencies, other City departments, private organizations and the general public.
  • Skill in the operation of personal computers, related peripherals and various software packages.
