NATURE OF WORK

This classification involves, on a part-time basis, performing daily on-site observations of construction work for the City to ensure compliance.  An employee in this position observes, documents, and reports on contractors’ progress and compliance with contract, plans, and specifications; observes concrete pours; identifies problem areas; assists in resolutions; conducts final walk-throughs; and investigates related complaints.  This position also performs general office work and maintains records.


ESSENTIAL JOB FUNCTIONS

  • Acts as liaison between the contractor and Project Manager.
  • Monitors construction contractor progress, use of materials, and installation of approved equipment and materials; conducts continuing review of all related codes, standards, laws, and ordinances pertaining to assigned construction projects; and attends construction progress meetings.
  • Prepares detailed and accurate inspection reports and maintains up to date records; collects, compiles, and participates in the analysis of information relative to assigned projects.
  • Assists in the preparation and processing of Pay Applications and Change Orders.
  • Prepares oral and written project evaluation reports; uses various sources of supplemental information in order to ensure that project standards have been followed.
  • Identifies problem areas; determines trends; evaluates contractor performance; presents findings; and recommends solutions or alternatives.
  • Assists in the resolution of contractor’s request for additional information.
  • Investigates complaints and/or requests received during the construction of a project through telephone, letter, or in person; assists in the positive resolution of complaints and/or requests.
  • Assists Project Manager with various tasks as requested or as required relative to projects.  
  • Maintains project files and daily written reports.
  • Performs related work as required.
EDUCATION
  • Graduation from an accredited high school or possession of G.E.D. equivalency diploma

EXPERIENCE

  • Considerable work experience in field construction observation of underground utilities, storm drainage, pavement systems, buildings and structures, landscaping and irrigation, and other related construction activities ORan equivalent combination of training and experience.

NECESSARY SPECIAL QUALIFICATIONS

  • Must possess a valid driver’s license with an acceptable driving record.
  • Must obtain a valid Florida driver’s license prior to hire.

PHYSICAL REQUIREMENTS

Physical 

  •  Must have sufficient strength and agility to permit moderate lifting, moving materials and other equipment; kneeling, bending, reaching and climbing steps or ladders. Sitting or standing for prolonged period of time required. Must have the ability to operate a City issued motor vehicle.

Work Environment 

  • Work is performed in various environments depending on assignment including standard office setting, warehouse, and in the field at various public locations within the City. Shifts and work hours may vary and may include early mornings, evenings, and weekends. Some duties may require exposure to adverse conditions including but not limited to: varying temperature; inclement weather and/or other adverse environmental conditions.

Sensory

  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the public.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles, methods, techniques, materials, and equipment common to aspects of earthworks, foundation construction, utility installation, wall and building construction, site utilities, paving systems, and landscaping and irrigation systems.           
  • Knowledge of civil drawings, construction processes, and construction codes.
  • Knowledge of inspectional procedures, practices, and methods.
  • Knowledge of principles and practices of effective public relations.
  • Knowledge of principles and methods of record maintenance.
  • Knowledge of customer service principles, practices, and procedures.
  • Skill in visualization, communication, and documentation. 
  • Skill in using Office and department software.
  • Skill in the operation of computer equipment, keyboard, and applications.
  • Ability to accurately read and interpret plans and specifications.
  • Ability to deal effectively with contractors on the telephone, in person, and through written contacts.
  • Ability to maintain clerical records according to department requirements.
  • Ability to make rapid and accurate arithmetic computations.
  • Ability to work cooperatively in a team environment and treat others with respect and courtesy. 
  • Ability to understand and carry out complex oral and written instructions.
  • Ability to express ideas clearly, concisely, and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with associates, coworkers, public officials, other governmental agencies, and the general public.
  • Ability to assess and evaluate conformance with contract documents and relay sufficient information for job control.
  • Ability to make detailed technical observations and to enforce regulations firmly, tactfully, and impartially.

Salary : $78,927 - $111,523
