NATURE OF WORK

This classification involves assisting Plant Operations in developing, planning, coordinating, and implementing programs and projects for the City. An employee in this position supervises assigned staff helping with Plant Operations; develops, plans, coordinates, and implements regulatory compliance programs, permitting, plant improvements, and special projects for those operations; performs engineering work related to utility operations, compliance, and planning efforts associated with water resources; provides data analysis for projects; monitors budgets; and procures related goods and services. This position also provides support to program administrative personnel in order to achieve goals; coordinates safety training; and prepares reports.

Essential Job Functions

  • Assists with researching, identification, and development of applicable regulatory and industry compliance standards, codes, and policies.
  • Assists operations by analyzing and evaluating plant processes, laboratory test results, equipment operation, chemical usage, and review of plant mass balance data.
  • Assists staff in attaining compliance by isolating and resolving non-compliance issues, recommending project and process changes, initiating special construction projects, and preparing equipment specifications.
  • Assists the Plant Operations with development and maintenance of the sampling database (LIMS); assists in collecting samples as needed.
  • Develops technical specifications for projects; assists in related contract management; and manages assigned projects.
  • Prepares operational budget; assists with Capital Improvements Budget.
  • Assists operations with review of project plans and specifications with emphasis on permitting components; attends project meetings as needed to provide technical input.
  • Prepares permit and compliance documents such as operating and construction permits for operating the water and wastewater treatment plants, the Consumer Confidence Report, monthly reports to the SFWMD, recording test results, and preparing investigative reports.
  • Assists in the preparation of Division goals, budgets, performance measures, and asset management systems.
  • Identifies and prioritizes improvements of water, wastewater, and reclaimed water facilities; provides assistance in the planning and purchasing process for plant improvements and equipment replacement projects; and procures goods and serveries.
  • Performs related work as required.

EDUCATION

  • Bachelor’s degree in civil engineering, environmental engineering, or a closely related field.

Experience

  • Reasonable experience in public utility operations, planning, and regulatory processes.
  • License preferred: Prefers Professional Engineer License.

Knowledge, Skills, And Abilities

  • Knowledge of the terminology, principles, and analytical techniques of the engineering, physical, or natural sciences related to regulatory rule interpretation.
  • Knowledge of the principles and practices of safety, health, and environmental preservation as applied to facility design and related to program development and implementation.
  • Skill in using Office and department software.
  • Ability to supervise, plan, review, and organize utility engineering tasks, projects, and programs.
  • Ability to develop, implement, and monitor regulatory compliance programs in a department and/or public setting.
  • Ability to determine work priorities, direct workflow, recognize work objectives, and apply time management techniques.
  • Ability to interpret technical information and write technical reports, letters, and programs.
  • Ability to communicate, both orally and in writing.
  • Ability to establish and maintain working relationships with all levels of management, consultants, and the public.
  • Ability to understand and apply rules, regulations, policies and procedures relating to utility safety, health and environmental programs as mandated by OSHA, EPA,FDEP, SRWMD, FDOH, and Risk Management offices.
  • Ability to coordinate on an interagency basis and coordinate multiple projects.

Physical

PHYSICAL REQUIREMENTS

  • Moderate work which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds.

Work Environment

  • Work is performed primarily in a standard office environment. Work hours may vary as operations required and may include evenings, weekends and holidays. Tasks are regularly performed without exposure to adverse environmental conditions. Duties may require visiting multiple locations throughout the City.

Sensory

  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the public.
