DEPARTMENT: FINANCE
DIVISIONS: GENERAL AND INCOME TAX
SUPERVISION RECEIVED: Works under the supervision of the Director of Finance.
SUPERVISION EXERCISED: Exercise supervision over City Income Tax staff and Finance Department General Division staff as assigned and required by the Director of Finance.
POSITION CLASSIFICATIONS: The position of Deputy Director of Finance in the City of Stow is unclassified by the Stow Municipal Civil Service Commission, is exempt under the Fair Labor Standards Act and is not included in a collective bargaining agreement.
PURPOSE: Responsible for the management of the Income Tax Division of the Finance Department, ensuring the collection of the City’s income tax and enforcing the City’s income tax code. Responsible for the undertaking and completion of tasks as related to the General Division of the Finance Department in the area of municipal financial management under the direction of the Director of Finance and/or the Assistant Director of Finance.
ESSENTIAL FUNCTIONS
Income Tax Division of the Finance Department:
1. Serve as the City’s Tax Administrator and manage the Income Tax Division of the Finance Department.
2. Supervise the staff of the Income Tax Division.
3. Provide technical staff support for the Income Tax Board of Review and report the status of the Income Tax Division and tax collections to the Director of Finance and other City officials.
4. Work closely with City Law Department for all legal issues and matters arising within the division and through the Tax Administrator’s office.
5. Must have the ability to appear for work; meaning regular, reliable and predictable attendance.
6. Perform other duties related to those of the position and/or resulting from departmental needs.
General Division of the Finance Department:
1. Serve as Deputy Director of Finance for the General Division of the Finance Department.
2. Assume, undertake and/or complete duties, tasks and responsibilities assigned by the Director and/or Assistant Director of Finance in the area of municipal financial management.
3. Work with other departments and City employees on issues and matters requiring interaction and input outside of the Finance Department.
4. Prepare and present status and informational reports on matters and tasks as required and needed for the Finance Department and other City officials, including the Mayor and City Council.
5. Recommend measures to the Director of Finance to improve the operation of the Finance Department and provide technical support staff for the General Division of the Finance Department.
6. Must have the ability to appear for work; meaning regular, reliable and predictable attendance.
7. Perform other duties related to those of the position and/or resulting from departmental needs.

QUALIFICATIONS:
1. Must have graduated from an accredited college or university with a four (4) year degree in Finance, Accounting, Economics, Business Administration, Public Administration or a closely related field.
2. Must possess a minimum of two (2) years of management, administrative and/or supervisory experience in tax administration and/or government finance.
3. Must have federal, state or local tax experience or knowledge.
4. Must possess skill in operating the listed tools and equipment.
5. Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general populace.
6. Must possess and maintain a valid State of Ohio driver’s license throughout the term of employment.
TOOLS AND EQUIPMENT: Tools and equipment used in the performance of this position include, but are not limited to, the following: personal computer, including word processing and spreadsheet programs; motor vehicle; calculator, telephone, copy machine and fax machine.
