Salary Range: $23.33* - $38.49 Hourly / $50,952.72* - $84,062.16 Annually

FLSA Position Class: Non-Exempt

Work Schedule: 12-Hour Shifts - Permanent Days or Permanent Nights

  • Starting Pay is based on relevant experience as a Sworn Law Enforcement Officer.

Sworn Law Enforcement Officers are eligible for the following Pay Incentives:

  • 5% Pay Increase after Successfully completing 6-month probationary period.
  • Other pay incentives include:
    • Educational Incentives for work related degrees (3% for each degree level up to 9% maximum).
    • Shift Differentials ($2.00/hr additional for night shift 6PM – 6AM, $1.00/hr for Mid Shift - Noon to Midnight).
    • Specialized Unit Incentive Pay (5% Additional while assigned in specialized unit (SRT, K-9, CID, Traffic).
    • Intermediate & Advance Law Enforcement Certification (6% Max).
    • Specialized Training Certifications (6% Max.)
    • Bilingual Incentive Pay – 5% Increase.
    • Take Home Vehicles – 30 miles from City Limits.
    • Holiday Overtime Pay for eligible 12-hour shift employees. Holiday overtime pay is in lieu of holiday time off and will be calculated at 1.5 times the employee's regular hourly rate and will be paid in the pay period in which the holiday falls. Employees are paid overtime pay whether they are required to work on the holiday or not.
Every law enforcement officer employed by an agency in North Carolina shall:

  • Be a citizen of the United States.
  • Be at least 20 years of age.
  • Be a high school graduate or have passed the General Educational Development Test indicating high school equivalency (GED).
  • Be of good moral character.
  • Have successfully completed Base Law Enforcement Training (BLET) and passed the BLET state exam.
  • Not have committed or been convicted of:
    • A felony.
    • A crime for which the punishment could have been imprisonment for more than two years.
    • A crime or unlawful act defined as a “Class B misdemeanor” within the five-year period prior to the date of application for employment.
    • Four or more crimes or unlawful acts defined as “Class B misdemeanors” regardless of the date of conviction.
    • Four or more crimes or unlawful acts defined as “Class A misdemeanors”. (Exception: the applicant may be employed if the last conviction occurred more than two years prior to the date of application for employment).
  • Have been interviewed personally by the Department head or a representative to determine such things as the applicant’s appearance, demeanor, attitude, and ability to communicate.
  • Have been fingerprinted and a search made of local, state, and national files to disclose any criminal record.
  • Have been examined and certified by a licensed physician or surgeon to meet the physical requirements necessary to properly fulfill the officer’s particular responsibilities and have produced a negative result on a drug screen.
  • Have been administered a psychological screening examination by a clinical psychologist or psychiatrist licensed to practice in North Carolina or by a clinical psychologist or psychiatrist authorized to practice in accordance with the rules and regulations of the United States Armed Forces within one year prior to employment by the employing agency to determine the officer’s mental and emotional suitability to properly fulfill the responsibilities of the position.
  • Satisfactorily complete the employing agency’s in-service firearms training program.
  • Notify the Standards Division of all criminal offenses for which the officer is arrested or charged, pleads no contest, pleads guilty, or is found guilty. This shall include all criminal offenses except minor traffic offenses and shall specifically include any offense of Driving Under The Influence (DUI) or Driving While Impaired (DWI). A minor traffic offense is defined as an offense where the maximum punishment allowable by law is 60 days incarceration or less.
Job Overview

This position performs intermediate protective service work involving a variety of general or support duty police assignments; does related work as required.

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. This job description is not intended to be all-inclusive.

  • Operates a patrol vehicle; observes for violations of laws, suspicious activities or persons, disturbances of law and order, and responds with appropriate enforcement action.
  • Assists in processing crime scenes, investigates, and follows up on crimes committed.
  • Conducts field testing of controlled substances.
  • Performs duties as a field training officer by training, evaluating, and supervising new recruits for extended periods of time; prepares field training documentation.
  • Monitors and operates the radio; dispatches officers; monitors public service and 911 as needed.
  • Effects an arrest, forcibly if necessary, using handcuffs and other restraints; subdues resisting suspects using maneuvers and other approved weapons in self-defense as necessary.
  • Prepares investigative and other reports, including sketches, using appropriate grammar, symbols, and mathematical computations.
  • Exercises independent judgement in determining when there is reasonable suspicion to detain, when probable cause exists to search and arrest, and when force may be used and to what degree.
  • Operates a law enforcement vehicle both day and night, potentially in emergency situations involving speeds in excess of posted limits, in congested traffic, and unsafe road conditions.
  • Gathers information in criminal and administrative investigation by interviewing and obtaining the statements of victims, witnesses, suspects, and confidential informers.
  • Pursues fleeing suspects and performs rescue.
  • Loads, unloads, aims, and fires handguns, shotguns, and other agency firearms from a variety of positions, under conditions of stress that justify the use of deadly force and at levels of proficiency prescribed in certification standards.
  • Detects, collects, preserves, and stores evidence and substances that provide the basis of criminal offenses and infractions and that indicate the presence of dangerous conditions.
  • Personnel may be assigned to various positions such as: K-9, Traffic, SRO, Crime Reduction Team, Housing, Crime Prevention, Community Policing, or any other specialized position.
  • Performs other duties as assigned.
  • Education and Experience
    • High School Diploma or GED.
    • Possess a Basic Law Enforcement Training (BLET) Certification.
  • Requirements
    • Must be a U.S. citizen at least 20 years of age.
    • Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.
    • Must meet and maintain minimum experience and training qualifications for the position.

  • General knowledge of the geography of the City and the location of important buildings.
  • General knowledge of the rules and regulations of the Police Department.
  • Ability to understand and carry out oral and written instructions and to prepare clear comprehensive reports.
  • Ability to deal courteously but firmly with the public.
  • Ability to analyze situations and to adopt quick, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances.
  • Skill in the use of firearms and the operation of an automobile.
  • Good physical condition.

Job Related Physical Requirements

This position involves heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express or exchange ideas by means of the spoken word and to convey detailed or important instructions to others; hearing is required to respond to spoken words and to receive and understand information; visual acuity is required for visual inspection involving small defects and/or small parts, use of measuring or testing devices, operation of machines or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

The employee is subject to both indoor and outdoor environmental conditions including extreme heat and cold, rain, fumes, odors, dust, gases, oils, vibration, poor ventilation, noise, and hazards including exposure to chemicals, moving mechanical parts, electrical currents, work in narrow or confined spaces, and may be exposed to blood and other potentially infectious materials. Employee may be called in to work nights, weekends, or during emergency situations.
