Incumbents in this position are responsible for supervising urban forestry maintenance crews. This position engages in field work under emergency situations or as needed due to labor shortages. This position may require mandatory availability for 24-hour snow storm call.

Essential Functions and Responsibilities:

  • Operates forest maintenance equipment for instruction purposes, during emergencies and due to labor shortages.
  • Uses small engines hand tools (cleaning maintenance).
  • Uses heavy equipment, dump trucks, loaders, cranes, bucket trucks, grabble trucks chippers, their uses and pre trip inspections and post trip inspections.
  • Uses crane in tree work.
  • Dispatches crews with the proper equipment to complete a job safely and efficiently.
  • Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines.
  • Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions.
  • Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards.
  • Inspects worksites and trees for completion of work and need for maintenance. Completes work project records/reports.
  • Performs equipment maintenance and emergency field repairs as capable.
  • Ensures worksite safety. Conducts safety meetings.
  • Receives and responds to complaints, concerns or questions from the public in the field.

Knowledge, Skills, and Abilities:

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
  • Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation to subordinates and the public regarding the application of policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as chain saws, hand saws, pruners, motor vehicles, aerial lifts, chippers, calculator, photocopier and/or related materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as inspection reports, accident reports, work reports, performance evaluations, personnel policies, work orders, payroll forms, time sheets, vehicle maintenance manuals, technical operating manuals, safety regulations, maps, procedures and guidelines.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.
  • Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife and toxic/poisonous agents.
  • Physical Requirements: Requires the ability to lift, push and pull objects up to fifty(50) pounds to assist with tree maintenance and removal and conduct field training/instruction. Requires the ability to stoop, kneel, crouch, crawl, climb, balance, bend and twist to teach/instruct crews in proper work procedures.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes and sounds associated with job-related objects, materials and tasks to clearly distinguish objects and communicate with work crews.

Qualifications


Three years of experience in arboriculture or a related tree maintenance profession including at least one year of experience supervising crews performing professional tree care and maintenance duties. OR An Associate’s degree in Horticulture, Forestry, Arboriculture, or a closely related field; plus one year of experience supervising crews performing professional tree care and maintenance duties.

Certification: ISA Certified Arborist. Must be able to present it at time of application or upon request.

License: Must possess and maintain a valid CDL Class A or B driver's license with Air Brakes while employed by the City of St. Louis. Must possess a valid CDL Class A or B driver's license with Air Brakes at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid CDL Class A or B driver's license with Air Brakes will be considered for this position.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
