Incumbents in this position are responsible for leading management, coordinating, facilitating, and advising the development, implementation, monitoring, and improvement of local government policies, plans, programs, and transportation and mobility initiatives. Examples of work include: directing staff, advising department heads and elected officials on transportation and mobility issues; coordinating partnerships with other City departments, elected officials, and external agencies, managing contracts and consultant procurement, evaluating impact and effectiveness of current programs and forecasting future funding levels and developing policies and procedures in accordance with agency objectives and government regulations.

Essential Functions and Responsibilities:

  • Participates in development, review, and community engagement with transportation elements within topical and neighborhood plans adopted by the Planning Commission and for other planning efforts.
  • Engages with elected officials, community members, developers, project managers, and other stakeholders with regards to design and implementation of transportation and mobility aspects of private developments.
  • Informs the public and promotes the activities of the Planning & Urban Design Agency, and the City of St. Louis in general as it pertains to transportation related plans, projects, and policies using social media and other means, including engaging with traditional media as directed.
  • Represents Planning & Urban Design Agency on a variety of interdepartmental and agency committees, such as the Bicycle Implementation Group, Community Mobility Committee, and East-West Gateway Bicycle and Pedestrian Advisory Committee.
  • Develops annual Complete Streets project suggestions per ordinance.
  • Initiates and writes reports on local mobility and transportation programs.
  • Maintains knowledge base of transportation elements within adopted plans, and of other major plans related to transportation.
  • Reviews street vacation applications and associated land use for compliance with adopted plans, and transportation and mobility impacts. Writes memos and summaries of street vacation applications to the Planning Commission.
  • Updates Planning Tracker in GIS format for assigned tasks, such as street vacations.
  • Under the direction of the Director of the Planning and Urban Design Agency, develops ordinances or policies related to transportation and transportation infrastructure.
  • Writes and updates policy or guidance documents and memos with transportation and mobility aspects, such as traffic calming policies or shared vehicle regulations.
  • Reviews external requests for project or grant submission support letters for adopted plan compliance and conformity with goals of the City.
  • Works with Planning and Urban Design Agency GIS staff to identify and update relevant data and mapping requirements for transportation facilities.
  • Maintains knowledge base of evolving standards and design of bicycle, pedestrian, ADA, traffic calming, roadway safety, transit, greenway, and mobility features and facilities.
  • Serves on consultant selection committees. Interviews respondents to RFQ and RFP solicitations.
  • Maintains and initiates changes to city-wide bicycle facility map in GIS format.
  • Maintains Community Mobility Committee section of Planning & Urban Design Agency Website.

Collaboration with Other City Departments

  • Acts as the Mayor’s lead on transportation issues.
  • Participates in scope and design of public improvement plans and projects administered by the Board of Public Service or Streets Department, including plan review of changes to bicycle, pedestrian, and vehicular facilities.
  • Leads or participates in the development and submission of transportation grant applications from the City of St. Louis including CMAQ, STP, TAP, TIGER / BUILD, and others as required.
  • Helps manage and direct consultants engaged with project design.
  • Makes decisions to alter plans to emphasize safety and mobility for all people using the transportation system during project development.
  • Advises public and private developments with impacts to the right-of –way on how to alter or improve public facilities to improve safety, mobility, and connectivity for residents.
  • Develops striping plans for city performed projects.
  • Assists other departments with implementation of aspects of adopted plans.
  • At the request of aldermen, advises and assists aldermen with the development of changes and improvements to the right-of-way.
  • At the request of aldermen, assists with development, scope, and design of ½% ward capital funded projects.
  • Participates in community engagement on projects, plans, and policies related to transportation at the request of aldermen, including attending neighborhood meetings and engagement events.
  • Participates in writing Requests for Proposals / Qualifications and scope of work documents.
  • As required, assists in developing funding strategies to meet local contribution requirements for grant applications.
  • Represents the City at the national conference of NACTO - National Association of City Transportation Officials (only for large cities).

Collaboration with External Agencies

  • Engages with Bi-State Development Agency on changes to their service network, and on major shared projects like Northside-Southside transit expansion analysis.
  • Reviews major planning efforts of external agencies, like Great Rivers Greenway, for compliance with adopted plans and city transportation and mobility priorities.
  • Assists in development and project design details of projects initiated by Great Rivers Greenway.
  • Reviews future MODOT projects, assess striping plans and other facilities on MODOT maintained streets.
  • Performs in-field inspections with elected officials, Board of Public Service, MODOT, Bi-State, Great Rivers Greenway, or other stakeholders during project development.
  • Represents the Planning & Urban Design Agency at educational and professional meetings and conferences.
  • Convenes necessary departments and agencies to collaborate on transportation policies and projects.

Knowledge, Skills and Abilities:

  • Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
  • Human Interaction: Requires the ability to manage and direct a large group of employees, including first-line supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer terminal, telephone, calculator, computer printer and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, budgets, requisitions, purchase orders, contracts, personnel policies, overtime requests, payroll records, performance evaluations, program manuals, real estate documents, maps, legal documents, public notices, program forms, computer software operating manuals, regulations, ordinances, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; interpret descriptive statistical reports.
  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.

Qualifications


A Bachelor’s degree in Urban Planning or Policy, Business or Public Administration, or a related field; plus five years of experience in transportation planning, urban or regional planning. OR an equivalent combination of education, training and experience.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
