This position offers an excellent opportunity to build broad municipal HR experience while helping support the employees who deliver essential services to the St. Charles community. Provides professional support across key HR functions, including recruitment, onboarding, employee development, benefits, performance management, records administration, workforce reporting, and labor-relations activities.
- Support Citywide employee training and development programs, including scheduling, communications, vendor coordination, attendance tracking, and budget support.
- Provide responsive, confidential customer service.
- Maintain accurate and confidential personnel records, HRIS information, required postings, and employee identification records.
- Prepare HR reports, conduct research, and analyze workforce data to support HR initiatives.
- Coordinate recruitment activities, including job postings, applicant review, interview scheduling, candidate communication, and onboarding.
- Support annual performance evaluation processes for union and non-union employees.
- Assist employees with benefits, wellness programs, leave processes, recognition programs, and general HR inquiries.
- Assist with labor relations, collective bargaining preparation, and grievance research.
- Bachelor’s degree in human resources, business administration, public administration, or a related field.
- At least one year of relevant experience in human resources, analytics, business administration, or a related area; HR education, certification, or public-sector experience is preferred.
- Strong written and verbal communication, organization, customer service, and analytical skills.
- Proficiency with Microsoft Office, including Excel, Word, Microsoft 365, and SharePoint; ability to learn HRIS, applicant tracking, payroll, and performance-management systems.
- Ability to handle sensitive and confidential information with sound judgment and professionalism.
- If selected, a thorough background check (including fingerprinting) and a drug screen will be required.
