Purpose of Job

Performs technical work supporting the development, maintenance, and operation of the City’s Geographic Information System (GIS).

Essential Job Duties

  • Assists in maintaining the City’s Geographic Information System (GIS).
  • Performs routine GIS data management tasks, including data validation, editing, and database updates.
  • Assists with the development and maintenance of the City’s GIS database, including digitizing, data conversion, and map creation.
  • Reviews and interprets data sources and uses GIS software to enter, edit, and update spatial and attribute data following established standards and procedures.
  • Updates and maintains utility maps, online maps, plat books, and related GIS documentation.
  • Utilizes GPS equipment to collect and verify spatial data and improve GIS map accuracy.
  • Downloads field data into GIS systems and reviews for completeness and accuracy.
  • Prepares GIS-based maps, reports, graphs, charts, and related documentation.
  • Researches GIS databases to provide information such as parcel dimensions, rights-of-way, and easements.
  • Assists City departments with mapping, data analysis, and GIS-related needs.
  • Prepares, maintains, and updates public-facing and internal maps, including land use, zoning districts, utilities, and development maps.
  • Organizes and maintains departmental mapping records, plan files, and related documentation.

Other Job Duties

  • Creates and updates PDF and online maps for the City’s website.
  • Assists members of the public, contractors, developers, and engineers requesting GIS-related information.
  • Assists in developing datasets and procedures to support geographic analysis and municipal decision-making.
  • Collaborates with other staff on sharing information and GIS-related projects.
  • Attends training, workshops, seminars, or conferences as required.
  • Performs special projects and other related duties as assigned.

  • Meeting deadlines and completing assignments within established timeframes.

Equipment Operated

  • Personal computer with standard office software including word processing, spreadsheets, databases, email, and internet applications.
  • Basic office equipment including copier, printer, and scanner.
  • GIS software including ESRI ArcGIS Pro, ArcGIS Online, and related applications.
  • GIS-related hardware and peripherals including printers/plotters, GPS units, data collection equipment, and related devices.
  • City vehicle or truck with two-way radio, as needed.

Key Competencies Required

  • Knowledge of geospatial software used to develop and maintain GIS data and maps.
  • Knowledge of relational databases and geospatial data management.
  • Knowledge of geographic principles including map projections and coordinate systems.
  • Knowledge of applicable city policies, procedures, and regulations.
  • Ability to produce clear and effective maps using GIS and cartographic techniques.
  • Ability to understand and follow oral and written instructions.
  • Ability to analyze information, solve problems, and work effectively in a team environment.
  • Ability to read and interpret technical documents, professional journals, and government regulations.
  • Ability to prepare reports, presentations, correspondence, and procedural documentation.
  • Ability to apply mathematical concepts such as algebra, geometry, and statistical analysis to practical situations.
  • Ability to define problems, collect and analyze data, establish facts, and draw valid conclusions.
  • Ability to establish and maintain effective working relationships with City employees, departments, and the public.

Physical Demands and Work Environment

  • Work involves both indoor and outdoor activities and may require sitting, standing, walking, stooping, and lifting light objects (up to 25 pounds).
  • Work is primarily performed in an office environment; however, occasional field work is required.

Qualifications

Education and Experience: Bachelor’s degree with major coursework in Geographic Information Systems, Geography, Planning, Landscape Architecture, Civil Engineering, Computer Science, or a closely related field, one year of experience preferred; or an equivalent combination of education, training, and experience in GIS or related software.

Required Certifications/Licenses: Must possess a valid Class D driver’s license issued by the State of Tennessee. Must pass a physical examination based on the essential functions of the job, administered by the City’s designated physician.
