Bachelor's degree (B.A. or B.S.) from four year college or university with at least 2 years of related experience and/or training; or equivalent combination of education and experience (any applicable certifications, graduate level courses and/or degrees may be counted toward the combination of education and experience).
Starting Salary: $44,142 - $55,177 (Depending on Experience)

Job Description
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
2. Work with the Senior Planner in reviewing development, zoning, and form-based code proposals to ensure that the projects are in compliance with the City's ordinances and policies.
3. Explain and apply appropriate City codes, ordinances, regulations, and policies, including but not limited to form-based code and overlay districts.
4. Work with the Senior Planner to provide development proposal responses to the applicants/developers, for the purpose of moving a project through the development process in a timely manner.
5. Assist the general public with development questions and/or explain the intent and scope of a proposed development.
6. Attend preliminary meetings with developers and design professionals, prior to project submittal.
7. Preform regular site visits, maintain field notes of all visits and progress of inspections.
8. Conduct background research and data collection.
9. Assist in the preparation of presentations, maps, and displays.
10. Conduct site visits for zoning evaluation and development proposals.
11. Attend public meetings, assist other planning staff as appropriate by providing technical support.
12. Work with the Planning Director, Assistant Planning Director and Senior Planner to formulate short- and long-range planning programs and establish broad priorities and work sequences.
13. Identify, analyze and solve problems in support of group, department, and organization objectives; consider cause and effect among different factors or stakeholders of a problem.
14. Coordinate with other City departments and/or divisions to incorporate joint work efforts, creating a more efficient development review process.
15. Seek opportunities for training and increasing knowledge of planning and development management.
16. Schedule appointments for self or appropriate planning office staff using the Microsoft Outlook calendar to meet with the public regarding any issues that need to be addressed with the staff.
17. Attend seminars and training courses to retain and put to use new ideas and skills learned.
18. Review business licenses for zoning compliance
19. Adhere to the AICP Code of Ethics.
20. Perform other duties as required or assigned.

EDUCATION AND EXPERIENCE

CERTIFICATES, LICENSES, REGISTRATIONS
Must have a valid Arkansas driver's license; Become CNU-A certified within 1 year of employment; AICP Certification preferred.
PUBLIC CONTACT
Regular contacts with engineers, developers, citizens, utility companies and outside representatives as needed.
EMPLOYEE CONTACT
Regular contacts within the department and with other departments as needed.
USE OF EQUIPMENT AND/OR COMPUTERS
Must be proficient in the use of a personal computer, Microsoft Office Suite, ARC GIS, Adobe Creative Suite, Bluebeam software, online meeting platforms and standard office equipment; must be able to operate and maintain city-owned vehicle(s).
OTHER SKILLS AND ABILITIES
Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff. Demonstrate the ability to exercise sound judgment and take responsible actions as a City representative during contact with the public, elected and appointed officials, developers and other City employees. Must have ability to read various types of maps/plans and have strong writing skills. Must wear helmet, safety glasses, safety boots, and any other OSHA mandated PPE as required.
