Description
Develop, implement, and maintain a comprehensive asset management program by assessing public infrastructure, gathering and documenting asset state of condition, managing a computerized maintenance management system (CMMS), tracking lifetime expenses, and performing complex technical office and field work to be used for planning and budgeting maintenance activities.
DISTINGUISHING CHARACTERISTICS
This is a single class assigned to the City of Sparks Truckee Meadows Reclamation Facility (TMWRF). Incumbent will oversee warehouse and purchasing functions.
Applicants must possess the following minimum qualifications to continue in the recruitment process:
Education And Experience
Associate's Degree with major course work in Public Administration, Engineering, Construction Management, Wastewater, Facilities Management, Planning, Database Management, or a related field, AND three (3) years of full-time experience in asset management, wastewater, engineering, database management, construction management, roadway
OR
Five (5) years skilled experience in computerized maintenance management systems and public procurement of parts, equipment, and services related to maintenance and repair.
Licenses And Certificates
Must possess within thirty (30) days of hire and maintain throughout employment, the equivalent to a valid Nevada Class C driver's license.
Must possess within thirty (30) days of hire and maintain throughout employment, a forklift certificate.
Plan, organize, schedule, assign, supervise, and review the work and performance of staff members. Prepare and conduct employee performance evaluations and performance plans. Conduct employee performance counseling as appropriate. Participate in the selection and hiring of new employees, provide for staff training and development and review timecards. Mentor and train others in work knowledge, skills, and abilities
Work independently with various departments to gather asset information and other necessary information for a tracking and monitoring database. Participate in the development of procedures to collect and maintain data records. Maintain and update asset lists including new or replaced assets, project documents, financial information, linked parts, and associated costs. Assist in the budgeting process by developing long-term replacement plans in coordination with operations and maintenance.
In conjunction with operations and maintenance staff, develop optimum asset life cycle strategies. Forecast asset rehabilitation and replacement schedules and expenditures, based on the asset’s estimated remaining useful life and life cycle strategy and develop appropriate rehabilitation projects.
Develop and implement programs to routinely assess asset/facility performance and condition to identify asset failure modes, estimate remaining useful life, and in conjunction with reliability/redundancy knowledge, assess overall asset and system risk.
Function as the administrator of the computerized maintenance management system (CMMS) and electronic operation and maintenance manual. Develop training materials on using the CMMS and provide on-going CMMS training and updates to all necessary employees and throughout the organization.
Research, analyze, and make recommendations on the cost and the benefits of software and hardware upgrades. Manage asset data through software and hardware upgrades and integrations. Proactively communicate and coordinate with CMMS users regarding asset and CMMS information.
Perform other duties which may be assigned.
Knowledge, Skills And Abilities
Requires the ability to work in an industrial environment. Requires the ability to work in a typical office setting and use standard office equipment. Requires the ability to work in varied weather conditions and the ability to work around hazardous equipment, chemicals, and materials. Requires sufficient vision, hearing and manual dexterity to perform assigned duties and strength and stamina to climb stairways and ladders.

- Knowledge of the processes, machinery, equipment and materials used in a wastewater treatment process
- Knowledge of theory, principles, practices and techniques related to asset management such as asset condition assessment, planning, operations and maintenance, rehabilitation and replacement of infrastructure
- Knowledge of and ability to use technology and standard software packages related to the work such as but not limited to CMMS and all Microsoft Office products
- Knowledge of principles and practices of budget development and administration
- Ability to independently maintain and manage tasks and responsibilities efficiently and effectively
- Ability to exercise initiative and use good judgement
- Ability to communicate clearly and concisely both verbally and in writing including technical reports and presentations

- Supervision exercised: Provide work direction of assigned staff
- May be called back, held over, work off-hours, nights, weekends and holiday shifts as required
