**POSITION SUMMARY**

Under the direction of the Department of Neighborhoods Director, the Deputy Director performs a variety of duties that support the mission and goals of the Department of Neighborhoods. The Deputy Director works closely with the director to oversee the department's daily operations and lead the management of civil enforcement divisions. Primary responsibilities include strategic planning, human resources, budgeting and developing and executing operational policies.

**ESSENTIAL RESPONSIBILITIES AND DUTIES**

** **1. **Assists in management and operations for the Neighborhoods Department and assigned Divisions.**

  • Participates in leadership and strategy for the entire department.
  • Manages operations for assigned divisions, including code enforcement and animal services.
  • Develops and implements plans, goals and budgets.
  • Develops and monitors strategic plans.
  • Develops goals, action plans, and deadlines.
  • Develops and monitors division operations and capital budgets.
  • Develops and updates policies and Standard Operating Procedures.
  • Ensures proper financial operations, including purchasing and contracting oversite.
  • Assists with revenue generation, including soliciting grants and donations and assessing appropriate fees and fines.
  • Manages personnel: hiring, training, performance reviews and discipline, employee accountability, payroll, leave requests, and scheduling, and other duties.
  • Encourages effective, cooperative, transparent, and fair working relationships amongst staff.
  • Ensures professional and timely communications, support and response to requests.
  • Leads the department in the absence of the director.

2**. Represents the Department and City's mission.**

  • Facilitates communication within the department and between city departments.
  • Ensures the department provides appropriate and responsive customer service.
  • Liaisons with the Mayor, City Council and other city boards and commissions as needed.
  • Supports intergovernmental relations and collaboration with other agencies.
  • Represents the city and department on committees, professional organizations, and presentations.
  • Supports community engagement and outreach pertinent to the department.
  • Ensures the integrity of the department and dignity of all employees.
  • Maintains the integrity and positive public image of the city.

**3. Manages and supports special projects and department needs.**

  • Provides leadership to the COMMIT (Community Impact Team) for addressing quality of life concerns in neighborhoods.
  • Facilitates interdepartmental communication and collaboration.
  • Leads multi-departmental meetings to coordinate strategy for resolving violations.
  • Seeks support and advocates for needs of COMMIT from directors and administration.

**4. Provides leadership and staff support to community cleanup and litter reduction efforts,**

  • Assists with City strategic planning.
  • Assists with developing and executing City initiatives, programs and projects
  • Participates in city-wide emergency preparation and management.

**MINIMUM QUALIFICATIONS AND REQUIREMENTS**

** ** **EDUCATION, EXPERIENCE AND CERTIFICATIONS**

  • Bachelor's degree from an accredited college or university in public administration, business management, communication, or a related subject.
  • Ten years' relevant experience managing in private or public sector.
  • Five years' experience managing personnel, with increasing l vels of responsibility.
  • Government agency or ordinance enforcement experience is preferred.

  • Knowledge of best practices of communications, engagement and outreach.
  • Knowledge of practices for maintaining confidential and sensitive information.

  • Skill in management and leadership.
  • Skill in supervising people and ensuring successful completion of tasks.
  • Skill in communicating effectively, both verbally and in writing. Skill in speaking or writing in multiple languages is helpful.
  • Skill in interacting with and supporting a diversity of people from a wide variety of backgrounds while displaying cultural competency, patience and good customer service.
  • Skill in prioritizing tasks and time management.
  • Skill in word processing, spreadsheets, presentations, and electronic communication.
  • Skill in using office equipment and operating computers and mobile devices.
  • Ability to work independently and delegate tasks as needed.
  • Ability to work as a team member and to collaborate.
  • Ability to work evenings and weekends as needed.

Mental application utilizes memory for details and verbal instructions. The employee must occasionally lift and/or move up to 25 pounds. Periodic local travel required in course of performing portions of job functions.

The noise level in the work environment is usually quiet. Frequent interactions with oth

er staff, program participants and the public are expected. The position requires leading or participating in activities that are sometimes outdoors, in public and/or in locations away from the office.
