Essential Duties And Responsibilities
- Develop, coordinate, and facilitate employee training programs for all City departments.
- Design and deliver instructor-led, virtual, and blended learning experiences.
- Assess organizational training needs through surveys, interviews, performance evaluations, and workforce data.
- Develop training materials, presentations, job aids, manuals, and learning resources.
- Coordinate leadership and supervisory development programs.
- Maintain annual training calendars and employee training records.
- Monitor compliance training requirements and assist departments in meeting mandatory training obligations.
- Evaluate training effectiveness through participant feedback, assessments, and performance outcomes.
- Support succession planning and workforce development initiatives.
- Collaborate with department leaders to identify skill gaps and create employee development plans.
- Assist in the implementation and administration of learning management systems (LMS) and online learning platforms.
- Research industry trends and best practices in employee learning and organizational development.
- Prepare reports and metrics regarding training participation, completion rates, and program effectiveness.
- Support employee engagement, culture-building, and organizational development initiatives.
- Facilitate workshops, seminars, leadership academies, and professional development programs.
- Perform other related duties as assigned.
- Knowledge of adult learning principles and instructional design methodologies.
- Knowledge of employee development, leadership training, and organizational development practices.
- Strong presentation, facilitation, and public speaking skills.
- Ability to engage diverse audiences and adapt training methods to varying learning styles.
- Excellent verbal and written communication skills.
- Strong project management and organizational skills.
- Ability to develop training curricula, manuals, and learning materials.
- Proficiency with Microsoft Office Suite, learning management systems, and presentation software.
- Ability to analyze training data and measure program effectiveness.
- Ability to establish and maintain effective working relationships with employees, supervisors, elected officials, and stakeholders.
- Ability to work independently while managing multiple projects and deadlines.
Education
Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, Public Administration, Communications, or a related field.
Experience
- Three (3) to five (5) years of progressively responsible experience in training, learning and development, organizational development, human resources, or a related field.
- Experience designing, developing, and facilitating employee training programs.
- Experience creating training materials, presentations, and learning resources.
- Experience utilizing adult learning principles and instructional design methodologies.
- Experience working in local government, public sector organizations, or similarly complex organizations.
- Experience implementing or administering a Learning Management System (LMS).
- Certification such as:
- Certified Professional in Talent Development (CPTD)
- Certified Training and Development Professional (CTDP)
