CITY PLANNER/ PROJECT COORDINATOR
THE POSITION
The City Planner/Project Coordinator, under the general direction of the Mayor and/or the Director of City Services, manages the operations of the City Projects and Planning Department. This position has significant room for growth. The City currently has multiple long-range planning projects that this position will manage. The City expects that this position will have the opportunity to take on greater responsibility for these types of projects as more skills and experience are gained.
MINIMUM QUALIFICATIONS
✓ Four (4) year college degree in planning and/or project management or related field.
✓ Three (3) years of increasingly responsible experience, preferably in a municipal setting.
✓ -or- any satisfactory equivalent combination of education and experience which demonstrates the knowledge, skills, and ability to perform the above-described duties will be considered.
SPECIAL REQUIREMENTS
✓ Must have a current Idaho Driver’s License or the ability to obtain one within six months.
✓ Willingness to consent to and pass an extensive background check, including a criminal history check
✓ Commercial Driving License is desirable
✓ Willingness to reside in or within 15 miles of the City of Soda Springs
(1 year grace period)
TYPICAL DUTIES
1. Provide land use planning and assist with capital improvement planning, including departmental priorities established by the Mayor and/or the City Council.
2. Guide the activities of department personnel and handle supervisory duties.
3. Plan, develop, and manage various projects or job budgets and monitor expenditures.
4. Coordinate City services and information related to proposed subdivisions and/or developments.
5. Assist with the development, management, and implementation of the Comprehensive Plan, Development Code, and other long-range plans and projects.
6. Understand and explain the City and department codes and regulations, plans, and policies for elected officials, staff, and the public.
7. Evaluate, develop, and implement programs, policies, and procedures with the approval of the Mayor, to improve the effectiveness and efficiency of delivered services.
8. Evaluate, develop, assist, and implement programs and procedures that maximize coordination and quality of results for all aspects of City projects.
9. Attend and report at City Council meetings as necessary. Prepare reports and recommend resolutions for review and Council action.
10. Maintain professional knowledge of current developments within the field by attending conferences, reviewing technical reports and journals, and meeting with other professionals.
11. Develop and maintain an effective working relationship with fellow employees, elected officials, supervisors, citizens of our community, clients, and others.
12. Preside and provide technical support to Planning and Zoning Commission Meetings.
13. Represents the City on various committees.
14. Follow record retention laws for all City records within the area of responsibility.
15. Maintain confidentiality of information accessed and/or used in the performance of duties.
16. Provide leadership, management, direction, and supervision of the Department
17. Perform related duties as assigned.
PREFERRED QUALIFICATIONS
· Working knowledge of principles and practices of planning, project management, and municipal code requirements.
· Possess considerable knowledge of interpersonal communication skills and communication etiquette.
· Working knowledge of the legal system and procedures affecting planning, zoning, and related operations of the City
· Working knowledge of standard office equipment; personal computers and related programs, i.e., spreadsheets and word processing
· Ability to learn the City’s software or specialized databases as required
· Ability to communicate effectively, verbally and in writing.
· Ability to read building and site plans and ability to perform mathematical computations, including statistical, algebraic, and geometric.
· Ability to develop effective working relationships with supervisors, fellow employees, contractors, inspectors, and the public.
· Ability to work on several projects or issues simultaneously.
· Possess current ICC Residential and Commercial building inspection certifications or the ability to secure such certifications within one (1) year.
· Tasks require a variety of physical activities, such as walking, standing, stooping, sitting, lifting, reaching, talking, hearing, and seeing.
· Common eye, hand, and finger dexterity required to perform essential job functions, but may be accommodated.
· Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, and creative problem solving
· Regular travel required in the course of performing portions of the job function
· Education, training, certifications, and skills provide the incumbent’s ability to understand and perform basic engineering-related responsibilities and tasks.
· Strong Project management and analytical skills
· Ability to thrive in a leadership role
SALARY
The successful candidate will be placed in the salary range based on experience and qualifications.
· Starting Salary: $55,000 to $75,000 depending on qualifications and experience
· Terms: Full-time, 40 hours per week, Monday through Friday, non-exempt with benefits
