Duties
Oversees City's Cross Lake and Cross Lake Watershed protection programs. Supervises and directs activities of watershed control staff. Oversees monitoring programs for Cross Lake and its tributaries, including issues pertaining to pollution, fish kills, aquatic weed growth and similar situations. Collects water samples from streams and lakes, semi-processed, processed water or water from other sources to assess pollution or other associated problems. Conducts standardized and specialized chemical tests and analyses to determine nature of pollutants entering water bodies within watershed. Determines technical actions needed to resolve problems and complaints. Contacts representatives of commercial enterprises a nd private property owners for pollution violations, assists them in taking acceptable corrective actions.Conducts unscheduled inspections of potential pollutant sources throughout Cross Lake Watershed and evaluates pollution practices, coordinates enforcement actions with city, state and federal agencies. Oversees land-altering activities within Cross Lake watershed area for compliance with erosion control requirements. Oversees chemical and biological lake treatment programs, including programs for managing nuisance weed issues, drinking water taste and odor issues, etc. Coordinates sampling activities with treatment plant laboratory. May be required to testify in court. Prepares reports of inspections and watershed activities; maintains files and databases. Prepares and administers budget of watershed section. Maintains inventory of equipment and supplies. Hires and trains staff; directs work and sets objectives for staff. Responds to citizen complaints pertaining to water quality issues in lake and Cross Lake watershed. Assists other divisions and departments of City with water quality issues. Oversees fish hatchery operations; consults with fish hatchery personnel to recommend proper hatchery programs. Supervises and monitors rough fish harvesting. Makes speeches and presentations on pollution and pollution control in lakes and streams. Performs other related duties as required
Minimum Qualifications
1. A bachelor's degree in chemistry, biology, environmental science or other appropriate field.
2. Three years experience in watershed/reservoir management, or a related field.
3. Ability to lead or supervise other employees; at least 2 years experience in supervision preferred.
4. Must possess Class IV certification issued by the Louisiana Department of Health and Hospitals for water treatment and production or obtain within 3 years.
5. Must possess appropriate license from Louisiana Department of Agriculture and Forestry for aquatic pesticide/herbicide application or obtain within one year of employment.
6. Must posses valid state vehicle operator's license and demonstrate ability to operate motorboat and meet all state requirements for operation of boat.
7. Must possess ability to perform critical thinking, manage multiple projects and due dates, prepare written reports and letters, and perform basic mathematical calculations.
8. Must be physically capable of performing essential duties as described.
9. Must have communication skills necessary for contact with the public.
10. Proficient with computer, including word processing and spread sheets; ability to learn Geographical Information System applications.
11. Proficient with operation/calibration of basic water quality sampling and analysis equipment.
Environment: Office and field environment; travel from site to site; work around traffic; exposure to noise, dust, grease, smoke, fumes, gases, hazardous and toxic chemicals, radiant energy, and all types of weather and temperature conditions; work in or with water and wastewater; extensive public contact.
Physical: Primary functions require sufficient physical ability and mobility to work in a field and office environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to lift, carry, push, and/or pull light to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information. Must be able to swim.
Physical: Primary functions require sufficient physical ability and mobility to work in a field and office environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to lift, carry, push, and/or pull light to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information. Must be able to swim.
