The function of the Police Department is to provide quality professional services to those who live, work, invest or visit our community; protecting lives and property from harm through continuous education, emergency services, and non-emergency services.

Under general direction, commands a police section, unit, or squad of a Police Division; performs related work as required. In the absence of the shift commander, assumes those responsibiltiies and duties related to effect the efficient operation of the shift. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City. All City employees are expected to be honest and truthful at all times.

  • Directs and supervises subordinate personnel and is subject to work assignments in the field at the discretion of the superior officer.
  • Assumes the authority, duties, and responsibilities of a senior supervisory officer, when necessary, in their absence.
  • Supervises roll call and sees that outgoing members and employees are prepared for assigned duties.
  • Instructs subordinate employees in methods of reporting and is responsible for inspection and approval of such reports.
  • Prepares reports for the shift commander regarding violations of departmental orders and improper conduct of any member or employee of the department including what corrective action has been taken or what disciplinary action should be considered.
  • Evaluates subordinate personnel periodically, making written and oral reports denoting progress and need for training.
  • Supervises, observes, and instructs police officers in the enforcement of laws and ordnances, the prevention of crime, and the protection of property.
  • Investigates complaints to determine whether a crime has been committed or not; delegates personnel to complete investigative tasks, ensures required documents and evidence for the arrest and prosecution of suspects is secured.
  • Is cognitive of crime trends, intelligence, and resources available to thwart the activities of criminal conduct.
  • Is prepared to take charge of major investigations and communicate effectively the details and progress to superiors.
  • Is aware of requirements of gathering, preserving, and preparing evidence in order to assist prosecuting attorneys in the preparation and the presentation of evidence at time of trial.
  • Takes personal charge of details assigned to specific function or activities involving police personnel and enforcement.
  • Assigns and prepares records of daily activities of subordinate personnel.
  • Takes part in personnel transactions, making recommendations on transfers, promotions, disciplinary actions, and discharges; and prepares, reviews, and approves work and time records of subordinate personnel.
  • Assists, counsels, and provides training to police officers in law enforcement principles and procedures.
  • Conducts daily personnel and equipment inspections and is held accountable for the good grooming and proper appearance of subordinate personnel.
  • Ensures all assigned patrol vehicles are in good operating order, present a good appearance, and are properly and fully equipped.
  • Is prepared to supervise a Unit, oversee a special assignment, represent the organization at public or private events, and convey the mission of the department to community members.
  • Has completed 60 post high school credits from an accredited college, university, or technical college, plus five years total law enforcement experience, and above average performance for the immediate past three consecutive years.
  • Thorough knowledge of approved principles, practices, and procedures of modern-day police work and court procedures.
  • Ability to provide effective supervision, leadership, guidance, and counseling to subordinate personnel as a working field supervisor.
  • Demonstrated ability to command the respect of other officers and employees.
  • Ability to analyze police problems and take effective, immediate, remedial action.
  • Ability to create and maintain effective public and employee relationships.
  • Thorough knowledge of Police Department Rules, Regulations, and policies.
  • Must be able to perform all typical duties of a police officer.
  • Legally able to possess a firearm.
  • Ability to communicate effectively in written and verbal form and to prepare and maintain accurate and complete reports and records.
  • Knowledge of basic mathematical principles.
  • Ability to act, make decisions, and justify action based on logic, good judgment, and rational thought.
  • Perform any additional requirements as established by the Board of Police and Fire Commissioners, pursuant to their authority contained in Chapter 62.13(3) of the Wisconsin Statutes
