The City of Sequim is seeking a detail-oriented and collaborative professional to support asset management work across the Public Works Department. Under the general supervision of the Business Assets Senior Manager, the Asset Management Technician coordinates and conducts field and office data collection efforts related to Public Works assets and operations. Additionally, this role helps ensure data accuracy and consistency for risk-based, informed decision making. The Asset Management Technician supports documentation of asset management procedures and contributes to continuous improvement of data collection, reporting, and workflow processes.
This position assists with collecting, validating, organizing, and maintaining asset inventory and condition data; preparing reports and dashboards; and using specialized software programs such as Cartegraph/Open Gov or other Computerized Maintenance Management System (CMMS), and Arc GIS to support short and long-term engineering planning and prioritization for maintenance, repair, and replacement activities for the City’s assets.
SALARY RANGE: $35.73 - $42.61 per hour
According to the Collective Bargaining Agreement, new hires will start in the lower end of the salary range.
This position is eligible for longevity pay, which entitles the employee to a 2% pay increase for every five years employed at the City, to a maximum of 8% after 20 years. Taking these numbers into account, the salary for this position could ultimately range from $35.73-$46.02 per hour, with the upper pay appropriate for an employee with 20 years of longevity. PRIMARY FUNCTIONS
KNOWLEDGE, SKILLS AND ABILITIES
Required
High school diploma or GED equivalent and three (3) years of related experience in asset management, infrastructure data management, GIS-supported asset inventory, CMMS/asset management software support, public works operations support, engineering support, or a related field;
OR
Associate’s degree, technical degree, or certificate in GIS, engineering technology, civil technology, geomatics, public works technology, data management, computer applications, or a closely related field and two (2) years of related experience;
OR
Bachelor’s degree in public administration, business, engineering, geography, environmental science, information systems, construction management, data analytics, or a closely related field and one (1) year of related experience;
Desired Qualifications: Experience working in a municipal Public Works environment is preferred but not required.
Equivalent combinations of education, training, certifications, and directly related experience may be considered.WORKING CONDITIONS
Work is performed indoors in an office setting as well as in the field. May be required to sit at a workstation for extended periods of time, frequently using a computer and/or the phone. May be required to work outdoors in various weather conditions. This individual must have the ability to hear at a normal level; verbally communicate in person and by telephone; stand, walk, and drive as needed throughout the day; and occasionally lift and carry parcels weighing up 25 pounds.

PRIMARY FUNCTIONS
- Support asset management implementation across Public Works.
Assist with day-to-day coordination of asset management activities by providing staff support for field and office personnel in Public Works. - Coordinate infrastructure condition assessment and data collection.
Plan and carry out asset identification and condition assessments, applying City standards and methods, and assisting with the documentation, tracking, and reporting of results to support risk-informed maintenance and replacement decisions. - Coordination and communication.
Coordinate asset management tasks and information sharing with Engineering and Operations staff, and support communications with outside agencies, organizations, and other City departments related to preventive maintenance, rehabilitation, repair, and replacement of municipal assets. - Support GIS mapping and asset database development.
Update and maintain GIS asset layers and maps by editing features, attributes, and locations to improve data accuracy and usability for Public Works operations and reporting. Work with the Information Technology staff on database development and data standards, including supporting integration between GIS and asset management software. - Data analysis support.
Compile and analyze program data; identify issues and trends; summarize options and impacts; and assist in developing recommendations. Prepare supporting documentation for presentation. - Maintain regular, timely in-person attendance to support the work of the team.

KNOWLEDGE, SKILLS AND ABILITIES
Required
- Knowledge of Public Works infrastructure and operations, including typical operations and maintenance activities for streets, water and sewer systems, stormwater, parks, facilities, fleet, and equipment.
- Intermediate level skill in multiple software application packages MS Word, MS Excel, ARC GIS and general database management software.
- Effective business writing skills, including use of correct English grammar, spelling, punctuation, and vocabulary.
- The ability to work efficiently and effectively with limited supervision and frequent interruptions while maintaining attention to detail; willingness to offer assistance and work cooperatively to resolve conflicts.
- Ability to establish and maintain effective working relationships with staff, supervisors, contractors, and partner agencies using tact, professionalism, and good customer service.
- The ability and willingness to engage in ongoing learning about new software and Artificial Intelligence, with an understanding of their potential applications within the workplace to improve efficiency and effectiveness.
- Knowledge of basic asset management concepts and lifecycle practices, including asset inventories, condition assessment, levels of service, risk, and maintenance/renewal prioritization.
- Intermediate or better level skill in multiple software application packages supported by Public Works Operations such as Computerized Maintenance Management Software (CMMS) and Pavement Management software.
- Excellent communication skills related to teaching and presenting concepts and principles of asset management to City staff with a wide and diverse range of backgrounds and skill set.
