The Office of City Finance (OCF) OCF is responsible for the financial operations of the City of Seattle. While working closely with the City's Budget Office. OCF oversees the City's financial control functions and enterprise reporting responsibilities and supports the goals set by the Mayor and the City Council by providing financial information and expertise. The Office of City Finance champions race and social justice and works progressively to realize the City's vision of racial equity by participating in the Race and Social Justice Initiative - RSJI, which requires fostering a relational culture and an openness to learn and apply new ideas and skills through an equity lens.
The Treasury Services Division receives, processes, reconciles and distributes the City's funds. Primary Treasury Services functions include the processing of payments for Seattle City Light, combined utilities, business taxes, licenses (business and regulatory), parking meters coin collections, and court citations. These responsibilities include city vendors and payroll checks include cash investments, payment processing, collections, bank reconciliations, and administration of e-payments, credit cards, and local improvement assessments.
The Treasury Services Division is looking to hire a Treasury Lead. The ideal candidate will take responsibility for their work, show initiative, and possess solid communication skills. They must maintain a professional demeanor while collaborating with other units within the Treasury Division, as well as with City officials and external stakeholders. This position also requires an understanding of race and social justice, with a commitment to departmental efforts aimed at eliminating racial disparities and achieving racial equity within City government and the wider community.
- Provide oversight and management of staff, which includes scheduling, performance management, and reviews. Foster a culture of excellent customer service among treasury staff while carrying out fiduciary responsibilities in handling City funds.
- From a business perspective, offer leadership in task completion and manage the applications used in Treasury operations. This includes the bank reconciliation application, the collections data system, the commercial credit card application, and the BIA and LID applications.
- Assist with all aspects of staff and the programs they support, including the testing and development of test plans for new or modified applications.
- Provide documentation and training to ensure that adequate backup resources are available for the continuity of critical operational tasks.
- Actively participate in new or evolving initiatives and efforts within City Finance.
- Perform daily cash activities and reporting by preparing and maintaining the cash positioning worksheet. This ensures that sufficient cash is available to meet daily needs, and any excess above the target is invested in allowable investment options.
- Perform other related duties at a comparable level/type as assigned.
Minimum Qualifications
Two years or more of progressive experience performing the related duties and responsibilities including but not limited to the following:
- Document procedures, deliver training, and ensure high-quality customer service to internal and external stakeholders; manage billing, invoice management, and accounts payable processing.
- Administered and oversee bank accounts, including reconciliation, analysis, reporting, and monitoring of treasury-related activities.
- Experience in managing and/or guiding lower-level staff.
Or
A combination of education, training and/or experience that provides an equivalent background required to perform the work of this position may be considered.
Desired Qualifications
- Bachelor’s degree in accounting, business, finance, information systems or a related field.
- 1-2 years of experience in a management, lead or supervisory role.
- 1–2-year experience in an accounting, treasury or banking operations.

- Office procedures, methods, and equipment, including familiarity with word processing software, spreadsheets, bank portals, investment tracking software, ERP systems, video conferencing tools (e.g., MS Teams), reporting tools, and databases.
- Analytical review techniques used for transactions, account balances, reconciliations, and financial reports.
Skills
- Preparing reports, managing report parameters and queries, and extracting relevant data. - Handling large datasets and maintaining effectiveness at both detailed and strategic levels.
- Applying critical thinking, analytical skills, and problem-solving abilities to address complex financial and operational issues.
- Demonstrating proficiency in both written and oral communication, including the ability to summarize and document analysis, conclusions, policies, and procedures clearly and concisely.

- Effectively plan, organizing, and prioritizing work to meet changing priorities and tight deadlines.
- Cultivating and maintaining collaborative relationships with internal staff, management, vendors, outside agencies, community groups, and the general public.
Work Environment
This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

PAY
This full-time position is classified as a Manager 1. The full salary range for this position is $50.08 - $75.12 per hour. After a pay equity and budget analysis, the salary range for this role has been identified as $50.08- $62.50 per hour.
