SPR’s Human Resources Division has a mission to provide expert support in attracting, developing, and retaining a quality workforce where our greatest asset – our People - serve, succeed, and thrive.  SPR Human Resources is now hiring a Human Resources Business Partner to support Division leadership and implement anti-racist policies and programs by centering equity. 
 
SPR’s HR Business Partners’ (HRBP) role is to partner with our leadership teams in supporting our employees. The primary role of the HRBP is to work at the forefront of Parks and Recreation's business lines to provide high quality HR resources, services, and support to assigned SPR Divisions. The HRBP is required to advance Race and Social Justice at SPR through the recommendations, development, and implementation of anti-racist policies. This role may be co-located in departmental workplaces to be visible and accessible to employees. This position will be required to travel between sites and will work from a variety of Parks and Recreation facilities. 

The HRBP plays an important role in understanding the assigned Division’s business strategy and goals and making recommendations that align with the direction of the business needs. The HRBP is actively involved and monitors the "pulse" of the employee experience to ensure a high level of employee engagement. The HRBP team centers its work on equitable and anti-racist practices, and a workplace culture where all employees can do their best work through engagement, support and belonging.
 
The HRBP provides leadership, HR consultation and expertise based on the Department’s people, culture and organizational excellence priorities through anti-racist and equity centered programs. This position may supervise up to two employees.

Employee Engagement:

  • Provide resources and support by meeting employees where they are, creating a welcoming and safe space, active listening, and sharing information and resources for well-being
  • Maintaineffectivecommunicationthroughtimelyresponses,redirecting to appropriate subject matter experts 
  • Develop and implement consistent and predictable HR practices, build trust with employees and leadership

Employee& Labor Relations:

  • Consult with SPR management on matters related to employee performance, workplace expectations, personnel rules, and collective bargaining agreements
  • Conduct thorough investigations through an equity lens by centering the employee experience 
  • Prepare investigative summary reports, analyze historical information, consult with leadership and make recommendations on disciplinary outcomes and actions
  • Work in partnership with CAO, SHR labor Negotiator and SPR leadership
  • Attend labor meetings including negotiations, support the grievance process responding to step 1 and step 2 grievances
  • May support responses to SOCR, EEOC, WSHRC and other related requests for information

Performance Management:

  • Facilitate SPR's annual performance management program in partnership with the HR Strategic Advisor
  • Partnering with people leaders to deliver high quality and meaningful performance evaluations to employees
  • Support people leaders in coaching, inspiring, and goal setting for employee success at SPR

Employee and Supervisor Support:

  • Elevate people leader competence & identifying learning and development opportunities
  • Partner with Learning & Development team to create learning modules related to HR policies, principles, and practices
  • Recommend employee development opportunities as requested
  • Maintain SharePoint with relevant up-to-date documents and other resources
Minimum Qualifications:
  • Five or more years of progressive Human Resources experience, current SHRM CP/SCP or PHR/SPHR, experienced in Employment Law, ADA/EEO, Collective Bargaining Agreements, and a commitment to Race and Social Justice or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work.  
  • Successful Candidates will have expanded knowledge and act as the Subject Matter Expert (SME) on the following subjects:  Personnel Rules, Policies and Procedures, Workplace Expectations and Performance Management, Employee and Labor Relations, Compensation, Workers Comp and Equity and Race and Social Justice.

This position is classified as a Strategic Advisor 1, General Government. The full salary range for this position is $51.88 - $77.82 per hour.
