The City of Scotland, South Dakota, is accepting applications for the position of Chief of Police.

We are seeking a knowledgeable, experienced, and certified law enforcement professional with strong leadership skills and a commitment to public safety and community service.

General Statement Of Duties

Performs Duties under general supervision of the Mayor, directs over-all operation of the police department.

Manages the operation of the police department, including appropriate record keeping activities.

Enforces city ordinances and state laws.

Conducts investigations, including the gathering and/or securing of evidence.

Attends court hearings.

Patrols the community to maintain public order and to protect lives and property, including checking doors of businesses at night to assure they are locked.

Escorts prisoners.

Supports emergency responders in activities such as traffic and crowd control.

  • Note - The job entails 40-45 hours per week often working alone, the Chief of Police must exercise independent judgment and discretion and must act decisively during crises and emergencies. The Chief of Police position may be assigned to specific or special projects and job assignments related to Police Operations.

Management Responsibilities

Maintains department records and files.

Submits required reports to appropriate local, state, or federal authorities.

Assists city officials in preparing department budgets.

Prepare monthly and annual crime and activity report for submission to the Finance Officer.

Properly maintains department vehicles and equipment.

Conducts background investigations and provides recommendations to the Mayor on the hiring of department employees.

Supervises subordinates in following department rules and law enforcement procedures.

Coordinates the actions of civil defense volunteers and other persons acting on behalf of the police department.

Responsible for being available at all times or appointing someone in charge in case of absence.

Additional Duties

Enforces city animal control ordinances, including the capture, impoundment, care, and disposal of animals.

Investigates violations of city nuisance policies.

Assists with ambulance and fire calls.

Conducts public service and information programs as assigned.

Must be available for call-out on a twenty-four hour basis. May be required to work in adverse weather conditions.

Assists and supports the activities of county, state, and federal law enforcement agencies in criminal investigations and emergency situations when requested to do so.

Minimum Qualifications

Graduation from high school or G.E.D. certificate.

Must be eligible for state certification as a law enforcement officer.

Must pass law enforcement training and to pass a personal background investigation.

Must have the physical ability to perform the duties of the position.

Must have knowledge of first aid principles and be able to apply them with skill.

Must have the ability to develop skills in the use and care of firearms and in the operation of a motor vehicle.

Must have the ability to understand and carry out city ordinances and the procedures of police work.

Must be able to deal effectively with the public in a wide range of stressful situations.

Physical Requirements

Wide variety of physical activity required besides being able to talk and hear: office activities, driving, extended periods of sitting, standing or walking, and occasional situations requiring high degree of stress and physical exertion.

Must have the ability to work in light and dark conditions; inside and outside activities in all types of weather; irregular hours and schedule. Occasionally a split shift maybe required.

Other Requirements

Must have a valid South Dakota Drivers License.

Must maintain required certifications associated with the duties of the position.

Must have knowledge of laws of the State of South Dakota and ordinances of the City of Scotland.

Must maintain confidentiality when dealing with the public.

Must follow chain-of-command regarding complaints and decisions.

Must work effectively despite criticism or complaints from others.

Must have the ability to communicate effectively, including the skills to operate normal office equipment necessary to prepare department paper work.

Salary: Dependent upon qualifications and experience.
