POSITION SUMMARY: 

Under general supervision of the Neighborhood Services Manager, is responsible for performing professional sanitarian services. Conducts inspections and investigates public health complaints in the enforcement of City and State health regulations, laws, codes and ordinances. Educates the public and operators of consumer service establishments to prevent disease and improve sanitary conditions of the community. Serves as a liaison for neighborhoods, facilitates development and collaborative problem solving, building civic partnerships between city departments, residents and community organizations. May perform other environmental health program activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Develops, implements, and reviews, or participates in the development, implementation, and review of rules, policies, methods, standard operating procedures, resources and techniques, relating to the assigned program(s).

• Interprets regulatory issues, technical issues, and analytical data to document compliance and is well versed in current rules, laws, regulations and policies.

• Actively seeks outside funding sources in support of outreach programs. Coordinates activities of grant funded and other Neighborhood Services programs.

• Performs on-site inspections, including follow-ups, and evaluates premises having public health significance, such as food service establishments, schools, public swimming pools, hospitals, nursing homes, dwellings, workplaces, childcare facilities, and sites of alleged public health nuisances. Including Certificate of Occupancy inspections, temporary food stands, foster care homes and mobile food units with various city departments.

• Directs investigations into possible causes of illnesses based on accepted public health procedures as necessary.

• Participates in public hearings and/or meetings to provide technical expertise regarding complex environmental health issues as required.

• Maintains accurate, complete and retrievable records, data, statistics and documentation for inclusion in reports, inspections and plan reviews. Includes work to website and application processing of and issuing applicable permits.

• Prepares and provides documentation and evidence or testimony at hearings or court proceedings in the adjudication of code violation cases.

• Issues written notices of code violation to responsible party(ies) to communicate what practices or operations are not in compliance.

Participates in neighborhood work projects and provides a city staff presence at community events. Attends resident, neighborhood, homeowner association meetings to present and obtain information on neighborhood improvement efforts and encourage resident involvement.

• Provides information to the public, regulated community, and enforcement officers regarding environmental laws and regulations. Makes presentations to community groups, commissions, advisory boards, and the City Council.

• Performs all other duties as assigned by the department supervisor including public speaking engagements.

EDUCATION AND EXPIERENCE REQUIREMENTS:

• Must have Bachelor’s degree from an accredited college or university that includes at least 30 semester hours in basic or applied science

• Two (2) years’ experience in consumer health, environmental health, sanitation or related field preferred.

CERTIFICATIONS AND LICENSES:

• Successful completion of the State of Texas Professional Sanitarian In Training within six months of employment OR Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS) Professional Credential from NEHA.

• Valid Class ‘C’ Texas Drivers License.

• Valid Code Enforcement License issued by the Texas Department of Licensing and Regulation (TDLR) is preferred.
