The City of Santa Rosa is accepting applications for Utility System Superintendent. Utility System Superintendents are a section head in the Water Department.  Under the general direction of the Deputy Director – Water and Sewer Operations, an incumbent exercises considerable independent judgment in the management of the construction, repair, maintenance and operation of the City's water distribution, urban recycled water, and wastewater systems. The work involves responsibility for the application of professional and advanced technical knowledge and skills to affect the research, analysis, planning and implementation of water, urban recycled water and wastewater operations. 

Ideal Candidate:
The ideal candidate will have an understanding of the operational aspects of a potable water distribution, wastewater collection, and urban water reuse systems including testing, wastewater cleaning, CCTV, leak repair, water/wastewater pumping facilities, fire hydrant maintenance, installation of water meters, operational emergency response, and general construction of water/wastewater systems. They will also have strong written communication skills and the ability to manage multiple complex projects and operational situations, often simultaneously. The candidate will have experience supervising, coaching and mentoring, building strong relationships with internal and external stakeholders, and experience producing well written documents for a range of audiences.

The following duties are considered essential for this job classification:
  • Organize, schedule, assign, supervise and coordinate through subordinate supervisors the underground excavation, construction, maintenance and repair of the domestic water distribution, urban recycled water and wastewater collection systems
  • Maintain water quality to State and Federal guidelines
  • Maintain and operate the wastewater collection system in accordance with all regional, state and federal regulations
  • Oversee the City's leak detection, meter shop, valve turning, and inflow/infiltration monitoring programs
  • Select, supervise, train and evaluate subordinates
  • Develop, implement and monitor a safety program in accordance with OSHA guidelines
  • Confer with engineers, contractors, the public, other Water and City staff regarding projects and project problems
  • Receive, investigate and resolve complaints
  • Plan, prepare and monitor budget preparation and administration
  • Supervise the maintenance of time, material and equipment use records
  • Review project engineering plans and drawings with the Utility System Supervisors, making change recommendations based on field observation and operational problems
  • Oversee the updating of maps of new water system construction
  • Evaluate work methods and procedures used in field operations, recommending improvements
  • Assist in water, urban recycled water and wastewater system standard upgrades
  • Implement goals, objectives, policies and priorities
  • Inspect field projects in progress and upon completion
  • Prepare cost estimates for water, urban recycled water and wastewater system construction and maintenance activities
  • Oversee the underground service alert (USA) program
  • Provide technical advice and assistance on difficult work problems
  • Abide by all Federal and State permits or licenses
  • California Integrated Water Quality System (CIWQS) reporting and updating
     
Additional Duties:
In addition to the duties listed in the Essential Duties section, each employee in this classification may perform the following duties.  Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.
 
  • Requisition supplies and materials
  • Check water, urban recycled water and wastewater system facilities for needed maintenance and repair
  • Updating and self-auditing of the Sewer System Management Plan (SSMP) and the Sanitary Sewer Overflow Emergency Response Plan (SSOERP);
  • Secure and maintain any necessary permits
  • Report all potable water or sewer discharges to appropriate agencies or departments or sections in the required time limits as necessary; and
  • Perform related duties as assigned
Knowledge of:  Principles of organization, administration, budget and personnel management; methods, practices, materials and equipment used in the construction, maintenance and repair of water, urban recycled water  and wastewater systems and in the production, storage, pumping, disinfection and distribution of domestic drinking water; water treatment techniques; regional, state and federal water quality and wastewater collection laws and standards; use of telemetry in water and wastewater pumping storage and distribution; principles of hydraulics; location and general characteristics of the water, urban recycled water and wastewater systems; occupational hazards and standard safety precautions necessary in the work; chlorination equipment, techniques and standards; principles and practices of civil engineering as applied to water, urban recycled water and wastewater system construction, maintenance and repair.

Ability to:  Plan and direct the activities of a large number of supervisory and operational personnel in the construction, repair, operation and maintenance of water and wastewater facilities and in the delivery and quality control of domestic drinking water; work in a cooperative and productive manner with members of other City departments, municipalities, counties, state and federal agencies, the public and members of the business community;  identify and resolve problems in water, urban recycled water and wastewater operations; establish work procedures and project priorities in a manner most conducive to the efficient operation of the entire water, urban recycled water and wastewater system; understand and interpret engineering plans and work orders and develop estimates there from; communicate effectively, orally and in writing; prepare reports and maintain record systems; select, supervise, train and evaluate subordinates; use basic computer skills and comprehend basic computer programs

Experience and Education:  Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of increasingly responsible experience in the supervision of the construction, maintenance, repair, and operation of water distribution systems, urban recycled water systems or wastewater collection systems and the treatment of domestic drinking water to demonstrate possession of the above knowledge and abilities. Education - Equivalent to completion of high school.
 
License or Certificate:  This classification may require the use of a personal or City vehicle while conducting City business.  In order to drive, and incumbent must be physically capable of operating a vehicle safely and must possess an appropriate valid California motor vehicle operator's license.
 
Possession of, or the ability to obtain within eighteen months of job appointment, a State of California Water Resources Control Board Grade I water treatment operator's certificate and a Grade 5 Water Distribution Operator's license issued by the State of California Water Resources Control Board, or subsequent state required licensing for operation of the City's water systems is required.

Possession of, or the ability to obtain within eighteen months, a Grade IV Wastewater Collection certificate issued by the California Water Environment Association, or subsequent state required licensing for operation of the City's wastewater systems is required.

 
Work is performed indoors and in the field under a variety of weather conditions, including rain and extremes of heat and cold and include exposure to noise, dust, fumes, vibrations, airborne particles, noxious odors, grease, oil, cleaning chemicals, paints, glues, solvents and spills.  Field work and underground construction projects require walking over rough uneven or rocky surfaces.  Inspecting reservoirs involves working at heights of up to 75 feet above the ground, climbing ladders, bending, stooping and crawling in confined spaces.  A computer keyboard is used for entering data, accessing information and preparing reports.

Salary : $126,849 - $164,653
