DEFINTION              
 
Performs professional engineering assignments with instructions and receives technical guidance on unusual or complex problems in the planning, plan checking, field inspecting, designing, and managing the construction of public works projects or in the regulation of traffic flow.  
 
SUPERVISION

Works under the general supervision of the Principal Civil Engineer, Supervising Civil Engineer, or designee. Exercises technical supervision over assigned staff.

REPRESENTATIVE DUTIES
 
Performs project management through all phases of a capital improvement project, including project development, preliminary design, design, construction and installation, commissioning, and close-out. Oversees and reviews consultants’ designs and specifications and manages project engineering records. Monitors contractors’ progress during construction and ensures that complete and accurate as-built records are prepared and obtained. 
 
Gathers and organizes data and prepares designs, maps, estimates, reports, plans, and specifications for the construction, alteration, and maintenance of a variety of civil engineering projects.
 
Performs preliminary or feasibility investigations and prepares reports, including environmental and hazardous waste evaluations.
 
Performs planning studies, including sewer capacity, data collections, budgeting, preparation of project schedules, and tracking of actual versus planned progress and cost.
 
Prepares and manages grant applications.
 
Performs , materials evaluation, selection, and prepares martials testing requirements and analysis.
 
Prepares design studies and reports, including preparation of plans, specifications, calculations, and cost estimates for engineering projects.
 
Performs forensic engineering for structural and other failures, geotechnical engineering, and engineering surveying.
 
Inspects construction sites to monitor progress and quality of workmanship;ensures compliance with architectural or engineering plans, specifications, and construction and safety standards.
 
Provides assistance at the counter by issuing permits, processing payments, answering phones, responding to questions and complaints, and reviewing a wide variety of complex plans, maps, and legal descriptions.
 
Reviews water meter applications and makes recommendations for new meters.
 
Performs field engineering calculations in response to change orders and contract estimates, and negotiates, mitigates claims , and the monitors labor compliance.
 
Prepares and checks legal descriptions; reviews subdivision maps and private development plans.
 
Performs plan checks and approves off-site improvement drawings of private developers.
 
Researches citizen complaints and requests for traffic control devices and prepares written reports.
 
Prepares, reviews, and evaluates bid documents and requests for proposals. Prepares staff reports.
 
Performs other duties as assigned.


Knowledge, Skills, and Abilities:
 
Knowledge of:
 
Principles and practices of civil, structural and traffic engineering, drafting, and survey methods
Design, construction, and maintenance requirements of public works facilities, including buildings, streets, water distribution, and drainage systems and sanitary sewers
Mathematics and surveying applicable to civil and traffic engineering
Strengths, properties, and uses of materials of construction
Statistical procedures applicable to compilation, analysis, and presentation of engineering data
Principles of customer service
 
Ability to:
 
Apply civil engineering principles to the solution of specific complex problems
Read, interpret, prepare, and check professional engineering drawings, legal descriptions, survey notes, street, and traffic signal plans
Utilize computer aided drafting software, GIS, plan checking, and permitting software to perform engineering functions, calculations, and create databases, spreadsheets, and reports 
Read, interpret, and implement provisions of, but not limited to, the Standard Specifications for Public Works Construction, Uniform Building Code, California Environmental Quality Act, Subdivision Map Act, Traffic Manual, Highway Design Manual, and other regulatory documents
Establish and maintain cooperative and effective working relationships with other City employees and the public
Provide effective customer service
Work independently with minimal supervision
 
Skill in:

Using a personal computer and applicable software applications
Communicating effectively, both orally and in writing
Preparing and presenting clear, concise, and accurate oral and written reports and recommendations

QUALIFICATIONS

Minimum Qualifications:

Education: Graduation from an accredited college or university with a bachelor’s degree in civil engineering, architecture, construction technology, construction management, design and drafting or a closely related field. 
 
Experience: Three years of recent, paid progressively responsible experience in civil engineering.

Licenses and Certificates:
 
Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. 
 
Successfully passing the Fundamentals of Engineering (FE) exam administered by National Council of Examiners for Engineering and Surveying or possession of the Engineer-In-Training certification required by the California State Board of Registration for Professional Engineers. 
 
Possession of a Professional Engineering License may be substituted for one year of the required experience.

WORKING CONDITIONS:

Work is regularly performed indoors in an office environment and occasionally outdoors in climatic weather conditions to perform site inspections. Work outdoors may require use of some safety gear and the taking of necessary precautions in the presence of construction machinery, vehicular traffic and the attendant potential physical hazards. Work outdoors may include such factors as noise, dust, and slippery surfaces.How to Apply:

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
