General Definition of Work

Performs a variety of professional technical duties related to planning, organizing and coordinating assigned engineering projects. Employee in this job classification will be assigned to Planning and Land Use Department.


Supervision Received

Works under the general guidance and direction of the department director or an assigned supervisor.


Supervision Exercised

May provide close to general supervision to engineering support staff on a project-by-project basis.


Qualification Requirements

Essential Functions

  • Coordinates and oversees subdivision projects, processes and procedures related to permit reviews.
  • Proposes problem resolutions and makes recommendations related to construction inspection, performs flood plain administration and prepares reports.
  • Reviews subdivision plans and plats and performs field inspections to assure compliance with City Code and special development requirements.
  • Assist in interpreting and understanding technical documents, documentation requirements, law, rules, regulations, plans and programs.
  • Reviews request for building permits for construction of commercial buildings.
  • Represents the Department Director before City Council, Planning Commission and other boards and committees.
  • Conducts final subdivision inspection with follow-up reviews on needed corrective work.


Knowledge, Skills, and Abilities

  • Working knowledge of federal, state and city laws, rules, regulations, documentation requirements and standards as applied to environmental reviews and right-of-way acquisition; or the design, construction and maintenance of subdivision developments; and of the principles and practices of program administration and budget preparation.
  • Skill in effective communication and interpersonal relations. Skill in the use of computer keyboard in the creation of technical documents and reports.
  • Ability to understand construction drawings, contracts, bids, studies and budgets; to read, interpret and work from field notes, land descriptions, surveys, aerial photographs, plans, specifications and other data; to plan, assign, coordinate and review work of other professionals; to communicate effectively, both orally and in writing; to establish and maintain effective working relationships with associates, business owners and the general public; organize and complete work independently handles multiple demands and meet severe time constraints; to provide direct responsibility for safety, well being, and work output at construction sites; organize and complete work independently handles multiple demands and meet severe time constraints.
  • Land Use/Planning: Considerable knowledge of the principles and practices of engineering as applied to the design, construction and maintenance of subdivision projects/developments.


Education Requirement

Bachelor’s Degree in Civil Engineering or Construction Engineering.


Experience Requirement

Three (3) years of progressively responsible engineering experience, two (2) of which must have been in subdivision design and/or development, wastewater system design, water systems, project engineering, civil engineering design or construction management.


Education and Experience Equivalency

Additional appropriate education may be substituted for the minimum experience requirements.


Licensure and Certifications

  • Must possess a New Mexico Professional Engineer's License or be eligible to obtain licensure through reciprocity.
  • Obtain and maintain a valid New Mexico class 5 or D driver's license.


Special Requirements

  • Obtain and maintain a City of Santa Fe driving permit within three (3) months of hire.


Physical Requirements

  • The incumbent must be able to occasionally lift, push and pull up to 50 lbs.
  • This position involves regular interaction with the public and frequent walking, standing and sitting.
  • Duties occasionally require bending, twisting, squatting, reaching and frequent repeated hand, arm or finger motion.
  • During site investigation, the position requires climbing, lifting, driving, hand/grip strength and both manual and finger dexterity.
  • Good visual acuity, color vision, and the ability to hear and speak is required.


Working Environment

  • Work is performed in both an office setting and in the field, under occasional inclement weather conditions and unpredictable site conditions.
  • This position is occasionally exposed to loud noise and vibration, sunlight, UV rays, electrical energy and/or shock, allergens, dust, animal or insect bites, fumes and contact with oils and/or petroleum products.
  • Evening, weekends and irregular hours may be required.
