Description

Under general direction of the Public Works Superintendent, supervises crews assigned to perform construction, repairs and maintenance on public works facilities, such as County roads, flood control facilities, and related facilities; schedules the day-to-day activities of personnel, equipment, and materials used in the performance of the required tasks; and performs related duties as required.

APPROXIMATE SALARY: $22.30 - $31.24 hourly

EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, 5% based on completion of Associate's, Bachelor's, or Master's degree

AGENCY/DEPARTMENT: Public Works Agency

Supervisors-PW Maintenance are represented by Service Employees International Union (SEIU) and are eligible for overtime compensation.

NOTE: This class is within a bargaining unit that is subject to an "agency shop" arrangement, which mandates all regular employees either join Local 721 of the Service Employees International Union (SEIU) and pay dues as a member, or pay either a "service fee" to Local 721 or direct that an amount equivalent to the "service fee" be distributed to a qualified charitable organization.

The eligible list established from this recruitment may be used to fill current and future promotional or temporary positions in the Public Works Agency. There is currently one (1) pending vacancy in the Moorpark office of the Road Maintenance Division of the Transportation Department.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Scheduling and managing assigned workers and equipment and other procured resources;
  • Inspecting road infrastructure or flood control facilities to identify maintenance needs;
  • Making recommendations for reconstruction/repair, work procedures and priorities; developing new techniques and concepts;
  • Investigating complaints from the public and recommending appropriate action;
  • Directing training and development of employees in areas such as work means and methods, safety practices, and skill improvement;
  • Conducting employment and promotional interviews;
  • Preparing employee performance evaluations and establishing goals and objectives for each employee supervised; making disciplinary recommendations;
  • Preparing clear and concise daily reports of work activities/accomplishments and other reports as required;
  • Making budgetary and division policy recommendations;
  • Assisting with the division's liaison efforts among divisions, other agencies, contractors, developers, cities, and the general public; and explaining Departmental policy to the public;
  • Substituting for the Superintendent when necessary; and
  • Performing other duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

COUNTY AGENCY/DEPARTMENT SERVICE: Currently working as a regular employee of the Public Works Agency with the County of Ventura. Note: Regular employee means one who has been appointed from an eligible list to an allocated position in the County Service.

EDUCATION, TRAINING, and EXPERIENCE: Extensive experience in Public Works operations and maintenance which has led to the acquisition of the required knowledge, skills, and abilities which are typically obtained by at least six (6) years of maintenance and construction experience including at least two (2) years at a level comparable to a Public Works Maintenance Worker IV, Public Works Maintenance Specialist, Sr. Tree Trimmer, or Equipment Operator III or IV.

For the current vacancy, familiarity with laws and restrictions that apply to public road rights of way, personnel, equipment, and safety practices; the agency structure and other county operations affiliated with the Road Maintenance Division; the computerized Maintenance Management System, including an understanding of the data output and how to use the information effectively is desirable. Knowledge of computer applications such as Word or Excel is highly desirable.

Must be available to respond to after-hours and weekend/holiday incidents as necessary to fulfill the County's mission.

NECESSARY SPECIAL REQUIREMENTS: Must possess and maintain a current, valid California Class C driver license; a valid, unrestricted Class A driver license is highly desirable. Failure to identify driver license information will remove the application from further consideration. Incumbents who possess a commercial driver license are subject to the DOT Drug and Alcohol Testing Program.

APPLICATION EVALUATION - qualifying: Depending on the number of applications received, an Application Evaluation may be conducted to select a limited number of the most qualified candidates to continue through the examination process.

ORAL EXAMINATION – 100%: A job-related Oral Examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful job performance. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three or fewer qualified applicants, an Oral Examination will not be conducted. Rather, a score will be assigned to each application based on established criteria. Such score will be considered a final score for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
