CLASSIFICATION: Non-Merit - Serves at the discretion of the Department Director.

PAY GRADE: 107 (Part Time / No Benefits) $17.16 Hourly

Purpose of Job

The purpose of this job is to support the Elections Department by performing a variety of functions, depending on assigned area. Duties and responsibilities include but are not limited to, clerical/data entry support for the Elections Department office by maintaining files, voter registration, and customer service. When assigned to the Elections warehouse, perform equipment maintenance, poll worker training, and support to assigned advance voting and Election Day voting locations.

Job Related Requirements

WORK SCHEDULE: 8:00 a.m. - 5:00 p.m., Monday-Friday (flexible/varies). Generally, no more than 29 hrs/week. Periods of 40 hours work weeks may occur during peak election periods. At times, the workday may be required to extend outside of normal business hours, such as weekends and/or after hours, particularly during election season. Expect Election Days to be 14 – 17 hour days, beginning at 5:30 am (2-4 days per year).

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent required; one year of clerical and records maintenance experience and /or related experience preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess a valid driver's license

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Election Clerk I, All

Answers telephone inquiries, especially during peak work seasons.

Assists citizens of Athens-Clarke County with voter registration.

Assists with advance voting, absentee voting, election night returns, and other election duties as needed.

Performs other duties as assigned.

Election Clerk I, Assigned to Elections Warehouse

Prepares and packs all supplies and equipment for assigned Advance Voting and Election Day polling locations. Ensures supply levels are maintained during Advance Voting and Election Day.

Reports and or all malfunctions, mishaps, etc. to immediate supervisor, and the Elections Director.

Assists with testing and updating all Elections equipment prior to all Elections.

Assists Elections Coordinator with all tasks related to the election equipment and supplies at the warehouse, such as inventory, repairs, record keeping, preventative maintenance, logic and accuracy testing, etc.

Surveys all Election Day and Advance Polling Locations prior to voting to ensure ADA Compliance and compliance with all codes, rules, and regulations of the State Election Laws.

Participates in the planning, preparation, and training of poll workers.

Assumes responsibility for direct support of the operations of multiple advance voting and Election Day voting sites and assists poll coordinator with Election Day tasks when necessary, including setup and breakdown of the polling site.

Knowledge, Skills And Abilities

Knowledge of the policies, procedures, and activities of the Elections Department as they pertain to the performance of duties relating to the position of Election Clerk I.

Knowledge of the terminology used within the department.

Knowledge of the procedures and methods as required in the performance of duties.

Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.

Ability to communicate effectively with supervisors, other staff members, candidates, elected officials, and the public.

Ability to use independent judgment in routine and non-routine situations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to plan, organize, and/or prioritize daily assignments and work activities.

Ability to comprehend and apply the regulations and procedures of the department.

Ability to use word processing software, document imaging equipment, and electronic voting equipment.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIREDTO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, calculator, document image scanner, copier, telephone and other related office equipment. Must be able to use body members to work, move, or carry objects or materials. This position requires: walking, bending, stooping, standing, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds force frequently. Must be able to lift 20 pounds. Physical demand requirements are at levels of those for light work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people to convey or exchange information. Includes receiving assignments and/or directions from co-workers and supervisor.

LANGUAGE ABILITY: Requires the ability to read a variety of regulation manuals, forms, records, reports, and informational documentation, directions, instructions, and methods and procedures. Requires the ability to speak to people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgments in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently.

NUMERICAL APTITUDE: Requires the ability to add and subtract totals, to multiply and divide, and to utilize and determine percentages.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with various record keeping, and office equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using record keeping, mail, and office equipment. Requires the ability to use the keyboard, lift, push, bend and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as computers and other various office equipment. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency.

PHYSICAL COMMUNICATION: May require the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear).
