The Financial Officer is responsible for planning, directing, and coordinating the financial activities of the Environmental Services Department. About Environmental Services Department:
The Department of Environmental Services was created in July 2011, when the City divided Public Works into two departments. While the Department of Public Works continues to maintain responsibility for our transportation and stormwater infrastructure, the Department of Environmental Services operates the regional wastewater utility as well as the Integrated Solid Waste Management System. Both enterprise funds operate solely from revenue collected as part of each respective utility.
Environmental Services is responsible for operating critical utilities, protecting the environment, and for complying with all state and federal environmental regulations. Like many other communities across the nation, Springfield is addressing the challenge of increasingly stringent environmental regulations from every front. From stormwater and wastewater to air quality and drinking water, as regulations continue to evolve, our community is required to devote more money and resources to comply.
This department is spearheading the effort to implement an Integrated Plan for the Environment that will ensure our vital natural resources are protected in a manner that is affordable to our community. This initiative has received national attention from both EPA and elected officials.

- Develop, direct, implement and maintain all financial and business operations of the Department of Department of Environmental Services
- Directs implementation of competitive advantage initiatives to maintain or improve competitiveness in all Divisions
- Provides leadership and analysis on efficiency improvements and the financial impact of Departmental activities
- Participates in departmental policy development and supervises support staff in Administration including all assigned divisions and enterprise operations.
- Strong governmental accounting knowledge (including fund accounting)
- Budgeting and forecasting expertise.
- Financial modeling and analytical skills.
- Knowledge of grants, bonds, and capital project financing
- Ability to explain complex financial information to non-financial audiences.

Qualifications And Requirements
Experience, Education, and Training
- Graduation from an accredited college or university with a Bachelor's Degree in Accounting or in a related area with an emphasis in accounting;
- Six years of related professional work experience preferably in municipal accounting and finance and similar in size and complexity to the City of Springfield including experience in financial planning, capital budgeting, or enterprise financial analysis for complex organizations.
- At least three of the six years of related professional work experience is desired to be in a municipal public works or utility organization with both operating and capital improvement project budgets including business enterprise funds;
- Experience with evaluating, analyzing, implementing and maintaining business strategies to attain high quality, competitive cost organizations is desirable;
- A Master's Degree in Business Administration or Public Administration is desirable;
- Experience working with all levels of management and non-management including professional engineers is also desirable.
- Must possess a valid driver's license.
- A certified public accountant, certified management accountant, or certified governmental finance manager is desirable.
