INFORMATION REGARDING COMPENSATION:
The general hiring range for the role is $15.65/hr. - $17.99/hr.
The hiring salary will depend on the candidate’s experience, qualifications, and education.


The principal function of an employee in this class is to perform a variety of entry level semi-skilled and skilled physical tasks in the Utility Services Division's water distribution system, sewer collection system or streets division.  An employee in this class works under the direct supervision of the Utilities Supervisor.

  • Assists in the repair, installation and/or replacement of water meters, service connections, mains, valves and fire hydrants.
  • Assists in the repair, installation and/or replacement of sewer mains, storm water mains, laterals, catch basins, service taps, and manholes and to TV mains, clean mains and make necessary street repairs.
  • Operates, repairs and adjusts pumps, valves, motors, and other electrical/mechanical devices; maintains logs, reads gauges, charts, graphs and readings, and maintains lift stations.
  • Assists in the repair of streets.
  • May operate pickups, front-end loader, tractor, backhoe, dozer, generator, pumps, air compressor jackhammer, compressor, cut off/chain saw, and other miscellaneous construction equipment.
  • Performs heavy physical labor, including shoveling, loading, lifting, patching pavement, painting curbs and crosswalks and other routine roadway maintenance work.
  • Often uses pick and shovel, along with other hand tools, to complete work tasks.
  • Helps to maintain the various equipment, tools and supply materials for the Department.
  • Erects and maintains traffic signs.
  • Performs tree trimming and weed control.
  • Assists the other public works crews, as directed.
  • Cleans facilities and operation equipment, as required by daily visual inspection.
  • Maintains buildings, grounds, piping, roadways, and machinery.
  • Performs general building maintenance and grounds keeping.
  • Performs all work duties and activities in accordance with City policies, procedures, and safety practices.
  • Responds to emergencies as needed.
  • Responds to problems and customer questions, requests, comments, and complaints in the field in a courteous and professional manner, and provides information to Utilities Supervisor.
  • Responds to questions and comments from management, supervisors, co-workers and other City employees in courteous, professional, thorough and timely manner.
  • Performs time management and scheduling functions, meets deadlines, and sets project priorities. 
  • Assists other employees with assignments and duties as necessary.
  • Performs other related duties as required.

Knowledge of:

  • General principles, practices and methods of principles, practices and safety aspects of storm water systems, water distribution and sewer collection systems, hydraulic systems, and related equipment.
  • Safe use and maintenance of heavy physical labor equipment, hand and power tools.
  • Proper methods of lubricating, maintaining and adjusting equipment.

 

            Abilities:

  • Work variable hours and shifts, including evenings, weekends, and holidays.
  • Operate a variety of job-related equipment and perform minor repairs as required.
  • Operate a motor vehicle and other construction and maintenance equipment.
  • Communicate effectively to establish and maintain positive working relationships with co-workers and organizations or individuals encountered with the community and general public in performance of job responsibilities.
  • Read, write, speak and comprehend the English language.
  • Listen carefully to, understand and effectively communicate through verbal, written and electronic communication channels.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Understand and follow oral and written instruction.
  • Perform heavy manual work for extended time periods under varying climatic conditions, heights, and confined spaces – requiring good health, physical strength, and agility.
  • Use and be skilled in the use of various power and hand tools.
  • Assist the public in a professional and courteous manner in stressful and emotional situations.
  • Work independently and exercise initiative, with general guidance and supervision.
  • Demonstrate integrity and ingenuity in the performance of assigned tasks and solving problems. 

 

            Physical Demands:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communication with other employees and the public, and discern warning or emergency alarms, including vehicle backup warnings.
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders; read gauges and other indicators; perform laboratory tests; and operate varied job-related equipment.
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a variety of power and hand tools and to make adjustments to equipment.
  • Sufficient strength to lift objects up to 100 pounds and to perform heavy physical labor for extended periods.
  • Sufficient body mobility, flexibility, stamina, and balance to perform operational and maintenance tasks which require stooping, pushing, pulling, climbing and working on ladders, working in enclosed and confined spaces.

            Working Conditions:

  • Work is performed primarily outdoors with frequent exposure to adverse weather conditions, dirt, and dust.
  • The incumbent's typical working conditions are frequently loud, and may include exposure to machinery noise.
  • Duties may require evening, weekend, holiday and/or on-call work availability.

Education and Experience:

  • Experience in performing skilled maintenance and/or construction tasks involving heavy physical labor.
  • Experience in performing heavy and strenuous physical labor in construction, water distribution and/or sewer collection systems, or streets is preferred.
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of a Seasonal Laborer.

            Licenses and Certifications:

  • Valid driver's license. 

Qualifications:

  • Ability to successfully pass a pre-­employment drug test and be insurable.
  • Must be available by mobile phone 
  • Able to respond to emergencies within 45 minutes.
