Definition

Class Characteristics
This is the full supervisory-level class in the Inspector series. This classification may be assigned to either the Building and Safety Services Division of the Community Development Department, where incumbents assign, monitor, and evaluate the work of subordinate inspection staff and/or Permit Center Staff, or the Engineering Services Division of the Public Works Department, where incumbents assign, monitor and evaluate work of subordinate inspection staff. The type of inspections performed varies between the departments; however, the scope and level of work of each position are equivalent. Incumbents are expected to possess advanced technical skills and the ability to work cooperatively and effectively with a variety of public officials, departmental managers, contractors, engineers, developers and property owners to enforce applicable codes, ordinances and contract standards and to resolve potentially sensitive and high-dollar construction and building issues. The class is distinguished from the lower class of Senior Inspector by its full supervisory responsibilities. The class spec is Supervising Inspector, and the working title is Permit Center Supervisor.
The Permit Center Supervisor oversees the day-to-day operation of the Permit Center and performs advanced technical work; coordinates and oversees all customer service and permitting functions; has a supporting role related to administration of the permit issuance system; coordinates workflow activities with other City Departments and state and federal agencies; and provides written and verbal information to the public regarding the permit, business license and development review process, policies and procedures and will recommend, coordinate and update permit systems functions and operations as needed.
This position supervises staff and is responsible for instructing, assigning, planning and reviewing work, evaluating work performance and completing performance evaluations, allocating personnel, implementing employee discipline, and providing training, advice and assistance as needed. The Permit Center Supervisor also reviews and interprets codes and ordinances and recommends changes, additions, and implementation procedures; reads and reviews plot plans, building plans, engineering plans and specifications for completeness and conformance to permit requirements and all applicable regulations; and performs related duties as assigned.

Completion of college-level coursework in construction technology, pre-engineering or a field related to the work may be substituted on a year-for-year basis for up to two of the years of non-supervisory experience.

- Supervises inspection staff and/or monitors and manages the day-to-day operations of the Permit Center and assigned staff, including determining workloads and schedules, developing, interpreting and implementing policies and procedures, training and evaluating staff and making hiring, promotion and termination recommendations.
- Reviews and gives final approval on encroachment permit applications ensuring plans meet codes and regulations; develops permit conditions, requirements and procedures for non-routine circumstances; tracks permit fees.
- Reviews complex residential, industrial and commercial plans and specifications; inspects new and existing structures to ensure compliance with codes, ordinances, laws and regulations; prepares inspection reports; coordinates assigned activities with those of other departments, contractors and utilities; conducts pre-construction meetings; monitors construction sites for compliance and writes warning notices, stop work orders and correction notices and administers fines for violations; instructs inspection staff in construction methods and interpretation of codes and ordinances.
- Performs administrative support functions relative to the inspection program, including assisting in preparation of the annual budget for inspection and/or Permit Center activities; recommends equipment purchases, vehicle usage, staffing needs and adjustments to operational policies; maintains automated and hard-copy inspection records and data, including operation and updates of computer permit, inspection and interactive voice responding systems.
- Responds to questions and complaints regarding codes and regulations, inspection schedules, inspection results and code compliance requirements; answers questions and provides information related to projects, including resolving problems and providing technical expertise to staff, the public, contractors and professionals.
- Analyzes workload and prepares estimates for annual inspection staffing and encroachment permit revenues; monitors and tracks expenditures for temporary inspection staffing and encroachment permit billing; orders equipment and supplies.

- Possession of, or ability to obtain, a valid California Driver's License by time of appointment. A valid California Driver’s License is not a requirement for this position. However, persons hired into this class who intend to drive their personal vehicle and/or a City vehicle as part of their job duties will be required to possess a valid California Driver’s License; alternatively, persons hired into this class could use alternative means of transportation as part of their job duties.
- The position assigned to the Building and Safety Services Division must possess one or more of the following ICC or equivalent certificates: Combination, Building, Plumbing, Mechanical, Electrical, Plans Examiner, or CASp.
