The Position
This position serves as the Police Department’s key coordinator for facility and building support services. The Police Support Services Analyst plans, coordinates, and administers projects and operations related to facility maintenance and improvements, including building systems, parking, equipment, security access, surveillance, and related infrastructure.
The role is both operational and analytical. It includes monitoring day-to-day facility conditions, coordinating repairs and preventative maintenance, assessing needs, developing project scopes and schedules, preparing cost estimates, supporting procurement and contracts, and helping ensure work complies with applicable policies, permits, and regulatory requirements.
This position also works closely with City staff, consultants, contractors, and vendors. The Analyst serves as a key liaison on maintenance and improvement projects, facility moves, inspections, badging and access control, and environmental health and safety matters, while maintaining records, tracking expenditures, and supporting efficient, safe, and effective department operations.
Depending upon assignment, duties may include, but are not limited to, the following:
- Coordinating Police Department facility maintenance and improvement projects involving building, parking, equipment, and related systems.
- Monitoring the operational status of facility security, surveillance, electrical, mechanical, plumbing, and related systems, and coordinating responses to emergency and non-emergency maintenance issues.
- Planning and conducting surveys and assessments to identify maintenance and project needs, and helping ensure preventative maintenance is scheduled and completed in a timely manner.
- Researching and developing recommendations for facility repairs, remodeling, construction, or other improvements that enhance departmental operations and effectiveness.
- Preparing project-related materials such as scopes of work, budgets, procurement documents, schedules, drawings, diagrams, specifications, and cost estimates.
- Serving as the Department liaison with City project staff, consultants, contractors, and vendors, and coordinating professional services agreements, purchasing, payments, and inspections.
- Planning and coordinating facility moves within and between buildings, including temporary re-housing, final occupancy planning, and coordination of phone, computer, and other equipment moves with appropriate staff.
- Administering and auditing building maintenance systems, access control systems, employee badging, locks, access codes, and video surveillance-related systems and equipment.
- Developing and implementing environmental health and safety procedures related to applicable City, Department, and State requirements, including CalOSHA and hazardous materials storage requirements.
- Preparing narrative and statistical reports, maintaining accurate records, monitoring expenditures, and purchasing authorized supplies, materials, and equipment.
- May oversee and coordinate Department programs as assigned; may assign, monitor, train, and direct the work of lower-level part-time, temporary, intern, and/or student employees and volunteers performing routine administrative work; may coordinate or assist with assigned employee/volunteer recruitment, selection, onboarding, and backgrounding.
- May be required to respond to emergency situations after normal working hours and be available to serve on emergency call out status for building emergencies.

Minimum Qualifications
Any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain knowledge and abilities would be:
Experience:
- Four years of progressively responsible experience related to the coordination and administration of facilities maintenance operations and projects, including the selection, coordination, and monitoring of contractors.
Education:
- Equivalent to a bachelor’s degree from an accredited college or university with major course work in public administration, business administration, construction management, project management, architecture, engineering, or a related field.
License or Certificate:
- Possession of a valid State of California driver’s license and appropriate license classification as required.
- Must be willing to submit to a personal background investigation.
Bonus Points (highly desirable):
- Experience coordinating building or facility maintenance operations, including planning and overseeing work performed by contractors and vendors in an active public safety or similar 24/7 environment.
- Hands-on experience with facility systems such as security access control, video surveillance, mechanical, electrical, plumbing, or life safety systems, including troubleshooting issues and supporting upgrades or improvements.
- Experience developing project scopes, schedules, and cost estimates for facility repair, remodel, or construction projects, and working with staff to keep projects on time and within budget.
- Familiarity with CalOSHA requirements, hazardous materials storage, and environmental health and safety programs, especially as they relate to building operations and maintenance activities.

Examination Process
