Water Quality Supervisor

The Water Quality Supervisor leads the Water Quality Compliance Section to ensure the organization meets all regulatory standards and delivers safe, reliable water services. This role oversees daily operations, supports staff safety and performance, and maintains high-quality compliance documentation. By managing public inquiries and guiding team activities, the position plays a key role in protecting public health and strengthening the organization’s commitment to environmental stewardship.

• Provides leadership to assigned staff by setting performance expectations, aligning workflow with Water Quality objectives, and supporting employee development through monitoring, coaching, and constructive feedback; may assume Manager duties in their absence.
• Oversees the implementation of the City’s TCEQ-approved drinking water monitoring plan, and Industrial Pretreatment Program to ensure consistent regulatory compliance.
• Ensures the City’s adherence to EPA and TCEQ regulations by reviewing, evaluating, and monitoring compliance across the Public Water System and Industrial Pretreatment Program.
• Supports regulatory reporting by assisting in preparing TCEQ compliance reports and maintaining complete and accurate documentation for all EPA, TCEQ, and related inspections and audits.
• Responds to regulatory notices and audit findings, coordinates corrective actions, and prepares required correspondence, including notices of violation for the Industrial Pretreatment Program.
• Conducts field inspections of permitted Significant Industrial Users to ensure adherence to established requirements.
• Collaborates with City departments to plan and execute water quality sampling activities, ensuring timely completion and alignment with approved programs.
• Oversees the implementation of the Sewer Surcharge Program, including the review of sewer surcharge fees based on sampling data to ensure accuracy and timely processing.
• Performs other related duties as assigned to support division and organizational goals.

MINIMUM REQUIREMENTS

• Bachelor's Degree from an accredited college or university with major course work in Chemical, Environmental, Biological Sciences or other related field of study. 
• Five (5) years of progressively responsible experience (sampling, planning, and/or coordinating) in regulatory compliance programs for TCEQ Public Water Supply and/or Industrial Pretreatment Program and/or NELAP Laboratory, including two (2) years in a lead or supervisory capacity.   
• Must possess a valid Texas Driver's License within 30 days of hire.

PREFERRED QUALIFICATIONS

• Twenty-four (24) hours of Chemistry or; graduation with a bachelor’s degree from an accredited college or university with major course work in Microbiology, Biology, Chemistry or Environmental Sciences, including 16 semester hours of Biology or Microbiology and 16 hours of chemistry.
• Knowledge of City, State and Federal laws, and regulations concerning public drinking water, industrial wastewater pretreatment, and NELAP Laboratory.
• TCEQ Licensing: Class C Water Operator and Class C Wastewater Treatment Operator and/or Collections II license.
• Experience conducting water quality analyses in the use of computerized analytical instrumentation.
• Experience with quality assurance/quality control requirements for NELAP Laboratory.
• Experience working with water quality sampling field equipment such as composite samplers, pH/conductivity multi-meters, and colorimeters (disinfection residual analyzers).
• Experience collecting bacteriological and disinfection residual samples for public water supply and collecting wastewater samples from industrial and commercial wastewater dischargers.
• Experience and/or GIS certification.

• Knowledge of water quality regulations, including EPA and TCEQ requirements, and related compliance programs.
• Knowledge of planning, organization, and workflow coordination principles.
• Skill in leadership, communication, and collaboration to support team performance and operational goals.
• Skill in verbal and written communication for preparing reports, regulatory correspondence, and workplans.
• Skill in basic computer operations (email, time entry) and intermediate computer proficiency for drafting documents and maintaining compliance databases.
• Ability to establish and maintain positive working relationships with City staff, external agencies, contractors, laboratories, and the public.
• Ability to demonstrate and apply required skills and knowledge, with or without reasonable accommodations, to effectively perform essential job functions.

PHYSICAL DEMANDS

This position requires the ability to lift up to 10 pounds rarely.  Subject to fine dexterity, vision and hearing constantly; sitting and talking frequently; standing, walking, handling and foot controls occasionally; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, crawling, bending, twisting, climbing and balancing rarely.

WORK ENVIRONMENT

Working conditions involve occasional exposure to wastewater and infectious diseases when conducting inspections.
