The Position
The City of San Leandro is excited to open a recruitment for a crucial new role, the Water Pollution Control Environmental Inspector I/II. San Leandro is home to unique & variety industrial dischargers such as a milk processing plant, breweries, bakeries and other food manufacturers.
This position will report to the laboratory and compliance supervisor and will be responsible for pretreatment and stormwater programs.
The City currently offers employees the option to work remotely for up to two days per week and flexible schedules.
Under direct or general supervision, performs inspections of industries and evaluates commercial and industrial facilities for compliance with wastewater pretreatment and municipal stormwater programs; reports findings; reviews, evaluates, and issues wastewater discharge permits; initiates and participates in enforcement actions; represents the City with industries; collects and interprets data related to program; collects samples; prepares reports and documentation; and performs related duties as assigned.Distinguishing Characteristics
Water Pollution Environmental Compliance Inspector I: This is the entry-level classification Water Pollution Environmental Compliance Inspector series. Initially under close supervision, incumbents with basic experience learn the City’s wastewater regulatory operations, practices and procedures. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Water Pollution Environmental Compliance Inspector II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Water Pollution Environmental Compliance Inspector II: This is the journey-level classification in the Water Pollution Environmental Compliance Inspector series. Positions at this level are distinguished from the Water Pollution Environmental Compliance Inspector I-level by the performance of the full range of duties as assigned, working independently, and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Water Pollution Environmental Compliance Inspector class series are flexibly staffed; positions at the Water Pollution Environmental Compliance Inspector II-level are normally filled by advancement from the Water Pollution Environmental Compliance Inspector I-level; progression to the Water Pollution Environmental Compliance Inspector II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Water Pollution Environmental Compliance Inspector II-level.
Supervision Exercised and Received
Receives direct supervision (Water Pollution Environmental Compliance Inspector I) or general supervision (Water Pollution Environmental Compliance Inspector II) from management or supervisory staff. Exercises no direct supervision over staff.

Positions at the I-level may perform some of these duties and responsibilities in a learning capacity.
- Performs inspections of industrial, commercial, and residential facilities to ensure compliance with applicable pretreatment and stormwater regulations, ordinances, laws or discharge permits.
- Collects samples and reviews field measurement and laboratory analyses of wastewater discharges; ensures proper sample collection and handling techniques, and chain-of-custody protocols are followed.
- Responds to and investigates inquiries/complaints of illegal discharges entering the City's wastewater and/or storm water systems and determines the source of any illegal discharges.
- Installs, operates, programs, cleans, and maintains sampling equipment, samplers, and other related items.
- Communicates with facility representatives about violations, enforcement, discharge problems, and waste minimization; prepares violation notices and supporting documentation.
- Prepares and maintains industrial wastewater discharge permits for categorical, significant groundwater discharges to the sanitary sewer system.
- Maintains accurate inspection records, reports, and compliance documentation in accordance with regulatory requirements
- Organizes, maintains, and documents required information for enforcement of City codes as directed by federal, state, and local requirements; prepares technical and regulatory reports, evidence, and documentation.
- Prepares semi-annual and annual pretreatment report, and annual Pollutant Minimization Program report (Pollution Prevention or P2 report) for submittal to the SWRQB. Assists in preparation of annual Stormwater Municipal Reporting Program (MRP) report.
- Collects data from users including meter readings for flow calculations; assists with billing tasks.
- Staffs outreach events to promote pollution prevention, stormwater and wastewater discharge programs.
Qualifications
Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Equivalent to two (2) years of accredited college or university with major course work in environmental science, chemistry, biology, or a related field.
Experience:
Water Pollution Environmental Compliance Inspector I: One (1) year of experience in environmental compliance, wastewater, stormwater, or related field.
Water Pollution Environmental Compliance Inspector II: Two (2) years of increasingly responsible experience in pretreatment, stormwater, or wastewater treatment operations equivalent to a Water Pollution Control Inspector I with the City of San Leandro.
Licenses and Certifications: Possession and continued maintenance of a valid class “C” California driver’s license if operating a motor vehicle is necessary to perform the essential functions of the position.
Water Pollution Environmental Compliance Inspector II:
- Possession and ongoing maintenance of an Environmental Compliance Inspector Grade II certificate issued by the California Water Environmental Association (CWEA)
