SALARY: $62,236.72 (Depending on Experience and Qualifications)
JOB OBJECTIVES:
Responsible for the accurate and timely maintenance of the city's financial, budgeting and accounting systems in accordance with generally accepted accounting principles. Individual will assist in the supervision of supporting staff to include utility billing, accounting and fixed assets. Develops and implements internal controls. This position has supervisory responsibilities. Assist the Director of Finance citywide with revenues and expenditures. Make judgmental decisions in the absence of the Director and oversees other functions within the Department.

Individual works indoors in a well-lighted, air-conditioned office. The job has no significant hazards and requires little or no physical demands. Duties involve working with lightweight materials, and/or using force equal to lifting up to 50 pounds.
EDUCATION/SKILLS REQUIRED:
Must possess an undergraduate degree in Accounting, Finance or related field. Must be knowledgeable of Generally Accepted Accounting Principles (GAAP); Governmental Accounting, Auditing and Financial Reporting (GAAFR); and Statements of Auditing Standards (SAS). Must have a minimum of three (3) years of progressive supervisory experience in general accounting, accounts payable, accounts receivable, payroll, and budgeting. Four (4) years' experience in a municipal government finance environment and integrated financial accounting system is preferred. A High School Diploma with a minimum of 10 years of directly related experience is acceptable equivalents for education/experience requirements. Must be computer literate to include MSWord, Excel, Outlook and Internet. Requires a valid Texas driver's license.

ESSENTIAL JOB FUNCTIONS:
- Manages and reconciles general ledgers.
- Oversee the reconciliation of subsidiary ledger accounts.
- Prepares and reviews journal entries and budget changes.
- Prepares citywide revenue and expenditure reports.
- Monitors bank reconciliation.
- Provide technical and administrative assistance in the administration and preparation of the annual budget.
- Responsible for the preparation of financial reports and management reports (monthly, quarterly, annual).
- Responsible for the end of the year procedure in closing the books and preparing end of the year entries.
- Responsible for the preparation of financial analysis and schedules used for the audit function.
- Coordinate the audit function with the external auditor in preparation of the City's Annual Audit Report.
- Train and supervise finance staff.
- Develop and implement internal control procedures.
- Monitors and review fixed asset inventory.
- Oversee utility billing and accounting functions.
- Attend meetings in the absence of the Director of Finance.
- Meet with citizens in reference to water bill and/or any concerns.
- Perform other duties as assigned.
